Any information exchanged during the meeting that impacts the project bid documents or the bid process is non-binding unless subsequently issued in an addendum. A site visit will be a part of the pre-bid meeting. The pre-bid meeting is mandatory. However, if a prime bidder has already attended another pre-bid meeting for the Project, they are not required to attend a second time. DESCRIPTION OF WORK The Garrison Road South Infrastructure project begins at the proposed intersection at Dixie River Road running north to eventually connect to Garrison Road. The project consists of approximately 2,955 LF of newly constructed Garrison Road South as per drawings named 'Garrison Road Infrastructure Phase 1' includes station 0+00 to 29+55. The Project also includes improvements to existing sections of Garrison Road. The Base Bid Scope includes, but is not limited to, the following: 1. Earthwork and storm water installation associated with the Garrison Road South Road improvements. 2. New road construction including but not limited to paving, curb, and sidewalks. 3. Installation of culverts and associated walls for stream crossing the Beaverdam Creek Tributary. 4. Landscaping including but not limited to shrubs, trees, & permanent stabilization. SMALL BUSINESS OUTREACH EVENT In collaboration with CPCC's Small Business Center, the Project Developer conducted an outreach event on October 1, 2026 to encourage small business enterprise (SBE) participation on the Project. All bidders are encouraged to attend to broaden their pool of potential subcontractors and facilitate hitting the SBE participation goal mentioned below. To request a list of the SBE-registered attendees to that meeting, please email GarrisonRoadRFP@mccraneyproperty.com with the subject name "Small Business Outreach Event." ENGINEERING ESTIMATE: The estimated cost of this project is between $8,000,000 and $16,000,000. CHARLOTTE BUSINESS INCLUSION (CBI) PARTICIPATION PLAN: The Project Developer has entered into an Infrastructure Reimbursement Agreement with the City of Charlotte for the sections included in the Base Bid. As a requirement of such agreement, the work in those sections is subject to the requirements of a Charlotte Business INClusion Participation Plan ("Participation Plan") to promote diversity, inclusion, and local business opportunities for Small Business Enterprises in the Charlotte Combined Statistical Area. A copy of the Participation Plan is included within the Bid Documents.
