ADVERTISEMENT FDR BIDS Pavement Surfacing Foxhole Landfill Sealed bids [proposals] will be received by the Owner, Mecklenburg County, NC, in the Woods Conference Room at the Office of the Land Use and Environmental Services Agency [Address: 2145 Suttle Avenue, Charlotte, NC 28208; Attn: Amber Grzymski, Project Manager] until 2:00 p.m., local prevailing time on October 13, 2026, and then at said office be publicly opened and read aloud for the following: PAVEMENT SURFACING: Includes milling of approximately 4,300 SY of existing asphalt at varying thicknesses and overlay of approximately 24,000 sy of asphalt at varying thicknesses on existing roadways with associated speed bump, rumble strips, and markings. Sealed bids shall be submitted in two [2] envelopes with the following marked on the exterior: Foxhole Landfill - Pavement Surfacing, and with the name, address, and North Carolina Contractor License Number of the Bidder. Each Bid must be accompanied by a certified check or a Bid Bond by an acceptable surety company of not less than five percent [5%] of the amount of the Base Bid, made payable to the Owner, as a Bid guarantee. This bid surety shall be included in the outer folder with the remaining bid documents in a sealed inner envelope. A Performance and Payment Bond will be required for the successful Bidder in the amount of one hundred percent [100%] of the Contract price, conditioned upon the faithful performance of the Contract, payment of all persons supplying labor or furnishing materials, and payment of all liabilities incurred in connection with the Work under this Contract. Each Bidder must be appropriately licensed as a General Contractor in compliance with NCGS 87. No Bidder may withdraw their Bid within 60 days after the date of Bid opening. The Owner reserves the right to reject any and all Bids and any part of a Bid and to waive formalities and technicalities in the bidding procedure. A Pre-Bid Meeting will be held at the site at 2:00 p.m. on September 29, 2026. Potential Bidders are urged to attend.
