MECKLENBURG BOARD OF COUNTY COMMISSIONERS NOTICE OF A PUBLIC HEARING ON UPDATES TO THE RETROFIT PROGRAM POLICY DOCUMENT Notice is hereby given that the Mecklenburg Board of County Commissioners will hold a public hearing on Tuesday, June 16, 2026, at 6:00 p.m. in the Meeting Chamber of the Charlotte-Mecklenburg Government Center, located at 600 East Fourth Street. Updates to the RetroFIT Program Policy Document: In June 2014, the North Carolina Legislature adopted NCGS 153A-274.1, allowing Mecklenburg County to use storm water fees to implement flood damage reduction techniques that result in improvements to private property. Based upon this statute, Mecklenburg County Storm Water Services (STW) developed the RetroFIT program that provides grants to owners of flood-prone buildings to reduce the impacts of flooding. Funding for the program is provided by the STW Capital Reserve. The legislation requires the Board of County Commissioners (BOCC) to adopt a policy document containing several programmatic elements. The BOCC adopted the current policy document in August 2015. The updated policy includes adjustments to owner matching contributions, a provision for property owners to designate a project manager along with additional mitigation options, text clarifications and definitions. The purpose of the public hearing is for the Board to receive public comments on proposed changes to RetroFIT policy document. Additional information can be found at www.charmeck.org/stormwater. The public hearing by the Board of County Commissioners is in accordance with the provisions of the "AGREEMENT FOR THE OPERATION OF A SINGLE STORM WATER SYSTEM IN MECKLENBURG COUNTY." After 3:00 p.m., persons can sign up at the meeting up until the hearing is reached on the agenda. The hearing will commence at 6:00 p.m. or as soon thereafter as the matter can be heard and will be held in the Meeting Chamber of the Charlotte-Mecklenburg Government Center located at 600 East Fourth Street, Charlotte, North Carolina, 28202. Members of the public can access and view the meeting on the Government Channel or online at: https://watch.mecknc.gov.
