CITY OF CHARLOTTE NOTICE OF PUBLIC HEARINGS Three Public Hearings will be conducted on May 11, 2026, at 6:30 p.m., or a soon as practicable thereafter: Public Hearing on the City of Charlotte's Proposed Fiscal Year (FY) 2027 Operating Budget and FY 2027-2031 Capital Investment Plan, Public Hearing on the Municipal Service District (MSD) Number 5, University City, boundary expansion, and a Public Hearing on MSD 5, University City, millage rate increase. The City Manager's Proposed Operating Budget for Fiscal Year (FY) 2027 and Capital Investment Plan for FY 2027 – 2031 will be submitted to the City Council on May 4, 2026, during regular meeting. The FY 2027 Council Budget Workshop materials are available on the City of Charlotte website at https://www.charlottenc.gov/City-Government/Departments/Strategy-Budget/Budget-Development. The Proposed Budget will be available on the website after the City Manager's presentation. The public hearing will solicit input on the Proposed Budget. MSDs are managed by contracted financial partners to coordinate enhanced services to each of the city's MSDs. The public hearings will solicit input from residents and property owners in MSD 5 regarding the area's needs and services, the proposed boundary expansion, and the proposed millage rate increase.
