NOTICE INVITING BIDS
Special Education Classroom Addition at Caruthers ES Project C2025-13
NOTICE IS HEREBY GIVEN that Owner will receive sealed bids from contractors in accordance with this Notice Inviting Bids and other Bid Documents (collectively "Bid" or "Bid Packet"). This Bid is a formal bid authorized by Public Contract Code section 22032, subdivision (c).
The Project involves construction of a new special education classroom building and related site work at Caruthers Elementary School. The requirements for the Project are set forth in the Bid Packet and the Contract. Funds from the School Facilities Program will be used for the Project. This Bid requires each bidder to submit documentation that it complies with the minimum participation goal of at least three percent (3%), per year, of Owner's overall dollar amount expended by Owner, for disabled veteran business enterprises.
The contractor to which Owner awards the Contract shall possess at the time the Contract is awarded and maintain in good standing through completion of the Project and all warranty periods, the following California contractor's license – Classification B. The Project is subject to compliance monitoring and enforcement by the California Department of Industrial Relations ("DIR"). A contractor or subcontractor shall not be qualified to bid on, be listed in a bid, subject to the requirements of Public Contract Code section 4104, or engage in the performance of any contract for public work, unless currently registered and qualified to perform public work pursuant to Labor Code section 1725.5. Contractor and each subcontractor shall pay not less than the specified prevailing rate of per diem wages to all workmen employed in the execution of the Project and shall comply with all laws and regulations, and DIR rules and determinations regarding the payment, monitoring, and enforcement of prevailing wages.
Until Owner has awarded the Contract, Owner reserves the right to modify any of the times and dates stated below and/or terms and conditions of the Bid Packet and/or Contract.
1. BID PACKET. The Bid Packet, including the Contract, plans, and specifications will be available starting 01/16/2026 and may be obtained or reviewed by contacting Rachel Knod, Project Manager, Gonzalez Architects, Inc. by telephone at (559) 497-1542 or electronic mail at rachel@gonzalez-architecture.com.
2. RE-BID CONFERENCE. A mandatory pre-bid conference to acquaint prospective bidders with this Bid, the Contract, the Project, and the Project Site will be held at 10:00 a.m. on 01/28/2026 at Caruthers Elementary School, 13699 S Quince Ave, Caruthers, CA 93609. All interested bidders must attend the pre-bid conference. Any bidder that does not attend the pre-bid conference is disqualified and shall not be permitted to submit a bid to this Bid.
3. QUESTIONS. Questions regarding this Bid, the Contract, the Project, and/or the Project Site shall be submitted in writing to, and received by, the Contact Person at the above or email before 3:00 p.m. on 02/02/2026.
4. BID SUBMITTAL AND OPENING. All bids to this Bid shall be sealed and submitted to and received by Owner before 3:00 p.m. on 02/11/2026 ("Bid Deadline") at the reception desk at 1111 Van Ness Avenue, Fresno, CA 93721 ("Bid Location"). Bids will be opened at the same location and as soon after the aforementioned deadline for receipt of bids as the business of Owner permits. All bidders may but are not required to attend the bid opening in order to be considered for the award of the Contract.
5. CONTRACT AWARD. Any letting of the Contract by Owner will be in accordance with the California Uniform Public Construction Cost Accounting Act (Public Contract Code § 22000 et seq.) and applicable laws. The lowest bid shall be determined based on the Base Bid without considering any bid price for additive or deductive items, if any. Owner reserves the right to add any additive item or deduct any deductive item after the lowest bid is determined. Owner expects the Project to commence on or about 03/19/2026 and to be completed by no later than 08/18/2026.The successful bidder may substitute securities or establish an escrow in lieu of retention pursuant to Public Contract Code § 22300 and the Contract.
