susan.waldner@des.sc.gov. Comments will be considered in development of the final TMDL and addressed in a responsiveness summary to be provided to all commenters. Copies of the TMDL document can be obtained from the SCDES web site: https://des.sc.gov/community/community-

The purpose of a TMDL is to calculate the amount of pollutant reduction necessary for an impaired waterbody to achieve and maintain water quality standards. Section 303(d)(1) of the Clean Water Act (CWA), 33 U.S.C. § 1313(d)(1)(C), and the implementing regulation of the US Environmental Protection Agency (EPA, 40 C.F.R. § 130.7(c) (1), require the establishment of TMDLs for waters identified as impaired.
