NOTICE OF PUBLIC HEARING ON HARRISBURG ANNEXATION AGREEMENT The public will take notice that, pursuant to N.C.G.S. § 143-318.12 of the General Statutes of North Carolina, the City Council of the City of Charlotte has called a public hearing to be conducted on the Harrisburg Annexation Agreement at 5:30 p.m., or as soon thereafter as practicable, on Monday, December 8, 2025 at the Charlotte-Mecklenburg Government Center, 600 East Fourth Street; Charlotte, North Carolina 28202. All interested parties are invited to present comments at the public hearing. To speak at the public hearing, please call the City Clerk's Office at 704-336-2248 or sign up online at https://charlottenc.gov/CityClerk/Pages/Speak.aspx by 1:00 p.m. on the day of the Council meeting. Any person unable to give advance notice prior to a Council meeting shall fill out the card available for this purpose and hand it to the City Clerk at the Council meeting, prior to the start of the public hearing. PROPOSED ANNEXATION AGREEMENT WITH HARRISBURG Charlotte currently has an Annexation Agreement with Harrisburg that is scheduled to expire on January 1, 2026. The Agreement provides that Charlotte will not annex into Cabarrus County and that Harrisburg will not annex into Mecklenburg County. The proposed Ordinance and Agreement has an effective date of January 1, 2026. The term of the proposed Agreements is 10 years. HARRISBURG ANNEXATION AGREEMENT AREA That certain portion of Mecklenburg County ("Charlotte Area") which is contiguous with the Cabarrus County/Mecklenburg County Line (the "County Line"), and extends in a generally westerly direction into Mecklenburg County for a distance of three miles. The northerly boundary of the Charlotte Area is formed by the northerly right-of-way margin of Eastfield Road (known as Allen Harris Road in Cabarrus County). The westerly boundary of the Charlotte Area is formed by a line which is generally west of, parallel to and 3 miles distant from the County Line. The southerly boundary of the Charlotte Area is formed by the southerly right-of-way margin of Albemarle Road (NC 24/27). The easterly boundary of the Charlotte Area is formed by the County Line.
