State of Florida Department of Environmental Protection Notice of Draft Permit The Department of Environmental Protection hereby provides notice that it has prepared a draft permit for the proposed project as detailed in the application, subject to the conditions specified in the draft permit and summarized below. The applicant, Manatee County Utilities Department, Patrick Shea, Utilities Director, 3647 Cortez Road West, Bradenton, Florida 34210 applied on Dec 15, 2025, for a Class V injection well construction permit. The project is located at Lake Manatee Water Treatment Plant, 17915 Waterline Road, Bradenton, Florida 34212, in Manatee County (File 0136590-017-021-UC/5R, WACS ID 94443). The permittee will construct five non-hazardous Class V aquifer recharge (AR) injection wells RW-1, RW-2, RW-3, RW-4, and RW-5, and one proposed monitor well RZMW-1 and four existing monitor wells MW-C-1, MW-D, SZMW-1 and SZMW-2 for the recharge of the Upper Floridan aquifer with disinfected water from Lake Manatee. The maximum injection rate for each recharge well, RW-1, RW-2, RW-3, RW-4, and RW-5, will be 12,950 gallons per minute with a maximum injection volume for each well of 18.65 million gallons per day. Each recharge well, RW-1, RW-2, RW-3, RW-4, and RW-5 well be constructed with a 24-inch diameter casing set to 900 feet below land surface (bls), a cemented annulus with total depth of 1,450 feet bls. A 12-inch pilot hole will be advanced to a depth 1,700 feet bls and back plugged to 1,450 feet. The injection zone will be in the Avon Park Formation from 900 feet to 1,450 feet bls as is considered a G-II aquifer defined in Rule 62-520.410 F.A.C. One single-zone deep monitor well RZMW-1 will be completed in the injection zone with a monitoring zone from 900 to 950 feet bls.The single zone monitor wells SZMW-1 and SZMW-2 are completed in the Upper Floridan aquifer from 400 feet to 712 feet bls and from 400 feet to 452 feet bls respectively. Monitoring well C-1 is completed within the Upper Floridan aquifer from 662 feet to 672 feet bls. Monitoring well D is completed in the intermediate aquifer system from 115 feet to 120 feet bls. The Department has permitting jurisdiction under Chapter 403 of the Florida Statutes and the rules adopted thereunder. The project is not exempt from permitting procedures. The Department has determined that an Underground Injection Control permit is required for the proposed work. Any interested person may submit written comments on the draft permit and may request a public meeting within 30 days after publication of this public notice. A request for a public meeting shall be submitted in writing and shall state the nature of the issues proposed to be raised in the meeting. If a public meeting is later scheduled, there will be another 30-day notice period for that meeting. Written comments or a public meeting request shall be submitted to the Department of Environmental Protection, Aquifer Protection Program, 2600 Blair Stone Road, MS 3530, Tallahassee, Florida 32399-2400, which is the office processing this permit application. All comments received within the 30-day period will be considered in formulation of the Department's final decision regarding permit issuance. The files associated with this order are available for public inspection during normal business hours, 8 a.m. to 5 p.m., Monday through Friday, except state holidays, at the Department of Environmental Protection, Southwest District, and at the Department of Environmental Protection, Aquifer Protection Program office in Tallahassee.
