View original fileNOTICE OF PUBLIC HEARING TO CONSIDER ADOPTION OF ASSESSMENT ROLL PURSUANT TO CHAPTER 170, LAWS OF FLORIDA, BY THE UNIVERSITY PARK RECREATION DISTRICT
NOTICE OF PUBLIC MEETING
The University Park Recreation District’s (the “District”) Board of Supervisors (the “Board”) will hold a public hearing at 9:00 a.m., on August 24, 2026, at the Business Offices located at 8301 The Park Boulevard, University Park, FL 34201, to consider the adoption of an assessment roll, the imposition of special assessments on certain benefited lands within the District, and to provide for the levy, collection and enforcement of assessments securing bonds. Thereafter, the District Board shall meet as an equalizing Board to hear and consider any and all complaints as to the special assessment and shall adjust and equalize the assessments on the basis of justice and right. The public hearing is being conducted pursuant to Chapter 170, Florida Statutes, and Manatee County Ordinance 18-29 (“Ordinance”). All affected property owners have the right to appear at the public hearing and the right to file written objections with the District within twenty (20) days of the publication of this notice.
The District intends to impose assessments on benefited lands within the District in the manner set forth in its Master Assessment Methodology Report University Park Recreation District Series 2026 Bonds, dated November 2023 (Adopted December 2023) (Updated July 2026) (the “Assessment Report”), which is on file with the District and available during normal business hours at the address provided below and in accordance with Resolution 2026-20.
The District expects to collect no more than a total of $21,000,000.00 for the principal amount of debt to be incurred by the District, exclusive of fees and costs of collection or enforcement, discounts for early payment and interest. A description of the property to be assessed and the amount to be assessed to each piece or parcel of property may be ascertained at the office of the District Manager located at 3501 Quadrangle Boulevard, Suite 270, Orlando, FL 32817, and at the local records office located at 7671 The Park Boulevard, University Park, FL 34201. The assessments will be collected through the Uniform Method of Collection and assessed through the Manatee County Tax Collector’s Office.
If anyone chooses to appeal any decision of the Board with respect to any matter considered at the hearing, such person will need a record of the proceedings and should accordingly ensure that a verbatim record of the proceedings is made, which includes the testimony and evidence upon which such appeal is to be based.

RESOLUTION 2026-20
A RESOLUTION OF THE BOARD OF SUPERVISORS OF THE UNIVERSITY PARK RECREATION DISTRICT PROVIDING FOR A PORTION OF THE ESTIMATED COST OF THE CONSTRUCTION, RECONSTRUCTION, RENOVATION, ENLARGEMENT, EXTENSION, EQUIPPING AND/OR MAINTENANCE OF RECREATIONAL FACILITIES BY THE DISTRICT TO BE DEFRAYED BY THE SPECIAL ASSESSMENTS; ADOPTING A PRELIMINARY ASSESSMENT ROLL; ESTABLISHING A DATE, TIME AND LOCATION FOR THE EQUALIZATION HEARING; AND PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, the University Park Recreation District (“District”) is a local unit of special-purpose government located in Manatee County, and established pursuant to Manatee County Ordinance 18-29 (“Ordinance”) for the purposes of constructing, installing, acquiring, operating and/or maintenance public infrastructure improvements;
WHEREAS, the Board of Supervisors (the “Board”) of the District hereby determines to undertake the purchase, construction, reconstruction, renovation, enlargement, extension, equipping, acquisition, operation and/or maintenance of recreation facilities (the “2026 Project”) within the District;
WHEREAS, it is in the best interest of the District to purchase, construct, reconstruct, renovate, enlarge and/or extend, equip, acquire and/or maintain the recreational facilities and impose special assessments levied on benefitted lands within the District (hereinafter, the “Assessments”);
WHEREAS, the District is empowered by the Ordinance and Chapters 170, 197 and 418, Florida Statutes, to finance, fund, plan, operate and maintain the recreational facilities within the District including the 2026 Project and to impose, levy and collect the Assessments;
WHEREAS, on November 3, 2023, the Board adopted Resolution 2024-01 declaring the intention to pursue and establish a time and date for holding of a referendum on the Series 2024 Bonds, which such referendum was approved;
WHEREAS, the Board is required to adopt a preliminary assessment roll for the proposed Assessments;
WHEREAS, the Board is required to hold a public hearing to consider, adjust and equalize the assessments as deemed appropriate, based on considerations of justice and right;
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF SUPERVISORS OF THE UNIVERSITY PARK RECREATION DISTRICT:
1. The Whereas Clauses are hereby adopted as findings of fact.
2. The Preliminary Assessment Roll is adopted as provided in Exhibit “A” attached hereto and incorporated herein by reference. The District Manager shall provide notice to the public and property owners in accordance with Section 170.07, Florida Statues.
3. The public hearing shall be held on August 24, 2026, at 9:00 a.m. or as soon as possible as same maybe heard at the Business Offices located at 8301 The Park Boulevard, University Park, Florida 34201.
4. The purpose of the public hearing is to hear testimony from the affected property owners as to the propriety and advisability of making the improvements and funding them with special assessments. After the public hearing is concluded the Board of Supervisors shall meet as the equalization board to hear and consider any and all complaints as to the special assessment and to adjust and equalize the assessment on the basis of justice and right.
5. The Final Assessments shall be established after a public hearing to be held on August 24, 2026, and after the equalization hearing. The assessment established shall constitute the “Final Assessment Roll” as referenced in Section 170.08, Florida Statutes.
6. The Final Assessments shall be levied on all lots and lands adjoining and contiguous and bounding and abutting such improvements or specially benefitted thereby and further designated by the assessment plat hereinafter provided for.
7. There shall be on file, at the District Records Office, a preliminary assessment plat showing the areas to be assessed, with certain plans and specifications describing the 2026 Project and the Estimated Costs of the 2026 Project, all of which shall be open to inspection by the public.
8. This Resolution shall become effective upon its passage.
