Draft Substantial Amendment to the 2025/26 Annual Action Plan
Manatee County is required by the U.S. Department of Housing and Urban Development to prepare an Annual Action Plan that describes how the County will allocate Community Development Block Grant (CDBG), HOME Investment Partnership Program, and Emergency Solutions Grant (ESG) funds to meet the needs of low- and moderate-income residents. Manatee County has prepared a summary of the Substantial Amendment to the 2025/26 Annual Action Plan to describe the creation of projects under a second allocation of the newly awarded ESG - Rapid Unsheltered Survivor Housing (ESG-RUSH) grant. The Substantial Amendment reflects the following changes to the original plans:
1. Allocate $181,958.00 of uncommitted ESG-RUSH funds to ESG RUSH #2 Rapid Rehousing / Homeless Prevention.
2. Allocate $334,000.00 of uncommitted ESG-RUSH funds to ESG-RUSH #2 Emergency Shelter Program.
3. Allocate $41,800.00 of uncommitted ESG-RUSH funds to CVS/ESG-RUSH #2 Administration and Planning.
A formal 15-calendar day citizen comment period will be held between July 15th through July 30th, 2026. During this period, the Plans may be reviewed at https://www.mymanatee.org/departments/community-and-veterans-services-department.
