Early Notice and Public Review of a Proposed Activity in a Floodplain and Wetland To: All interested Agencies, Groups, and Individuals: This is to give notice that HUD under 24 CFR Part 50 has determined that the following proposed action under Multifamily Housing Section 221(d)(4) is located in the Special Flood Hazard Area (SFHA) Zone A, FFRMS floodplain, and wetlands, and HUD will be identifying and evaluating practicable alternatives to locating the action in the floodplain and wetlands and the potential impacts on the floodplain and wetlands from the proposed action, as required by Executive Orders 11988, 11990, and 13690, in accordance with HUD regulations at 24 CFR 55.20 Subpart C Procedures for Making Determinations on Floodplain Management and Protection of Wetlands. The proposed project is located at 131 Upper Manatee River Road, Bradenton, Manatee County, Florida, on approximately 10.63 acres of Parcel ID 548700004. The site is proposed for development as a 232-unit multifamily residential community consisting of five four-story residential buildings and one community/leasing building. FEMA Flood Insurance Rate Map Panel 12081C0195F (effective August 10, 2021) identifies a portion of the site within Zone A, a 100-year floodplain. Because no mapped 500-year floodplain exists for the on-site Zone A area, the Freeboard Value Approach (FVA) was used to determine the FFRMS floodplain, resulting in an FFRMS elevation of 16.6 feet. Portions of the property are therefore located within both the SFHA and FFRMS floodplain. Although no wetlands are mapped by the National Wetlands Inventory, field investigations identified an on-site 0.15-acre surface water ditch (OSW-1) and an approximately 0.376-acre historic wetland area (Historic W-1) located partly on the property. As proposed, development would involve filling and grading within the on-site SFHA and FFRMS floodplain, filling the on-site surface water ditch, and addressing impacts associated with the historic wetland area. The applicant is pursuing a Conditional Letter of Map Revision (CLOMR) to remove the on-site floodplain designation. The site is proposed to be graded to elevations at or above the FFRMS elevation, except for limited stormwater management features. Mitigation for historic wetland impacts will be addressed as part of project permitting and review. The purpose of this notice is to: Inform the public of the proposed action in floodplain and wetland areas; Solicit comments regarding potential impacts, alternatives, and mitigation measures; and Ensure those potentially affected are aware of HUD's involvement in the action.
