Notice of Draft Permit
The Department of Environmental Protection hereby provides notice that it has prepared a draft permit for the proposed project as detailed in the application, subject to the conditions specified in the draft permit and summarized below. The applicant, Manatee County Utilities, Patrick Shea, Utilities Director, 3647 Cortez Road West, Bradenton, Florida 34210 applied on Jun 24, 2025, for a Class V injection well operation permit. The project is located at North Regional Water Reclamation Facility, 8500 69th Street East, Bradenton, Florida 34221, in Manatee County (File 0344080-007-UO/5R, WACS ID 105334).
The permittee will operate one non-hazardous Class V injection well IW-1 (AR-1, being renamed from IW-1) and associated monitor wells DZMW-1, APMW-2 and DMW-1 for the disposal of excess reclaimed water which has received high level disinfection from the North Regional Water Reclamation Facility and the Manatee County Master Reuse System. The maximum permitted injection rate for AR-1 shall be 3,889 gallons per minute and the maximum injection volume for AR-1 shall be 5.6 million gallons per day. The injection well is constructed with a 14-inch diameter casing set to 1,490 feet below land surface (bls), with a cemented annulus to land surface. The total depth of AR-1 is 3,500 feet bls and is backfilled to 1,676 feet bls. The injection zone for AR-1 is from 1,490 to 1,676 feet bls which is in the Avon Park Formation and is considered a G-IV aquifer below the underground source of drinking water. Dual Zone Monitoring well DZMW-1 (NSLMW-1/APMW-1) is completed from 585 feet to 628 feet bls for the upper zone and from 890 feet to 1,070 feet for the lower zone. APMW-2 will monitor the Floridan aquifer with the monitoring zones completed from 890 to 1,009 feet bls. Deep well DMW-1 is monitoring the injection zone of AR-1 and is completed in the Avon Park Formation from 1,490 feet to 1,600 feet bls.
The Department has permitting jurisdiction under Chapter 403 of the Florida Statutes and the rules adopted thereunder. The project is not exempt from permitting procedures. The Department has determined that an Underground Injection Control permit is required for the proposed work.
Any interested person may submit written comments on the draft permit and may request a public meeting within 30 days after publication of this public notice. A request for a public meeting shall be submitted in writing and shall state the nature of the issues proposed to be raised in the meeting. If a public meeting is later scheduled, there will be another 30-day notice period for that meeting. Written comments or a public meeting request shall be submitted to the Department of Environmental Protection, Aquifer Protection Program, 2600 Blair Stone Road, MS 3530, Tallahassee, Florida 32399-2400, which is the office processing this permit application. All comments received within the 30-day period will be considered in formulation of the Department's final decision regarding permit issuance.
