Notice of Draft Permit
The Department of Environmental Protection hereby provides notice that it has prepared a draft permit for the proposed project as detailed in the application, subject to the conditions specified in the draft permit and summarized below. The applicant, Southwest Florida Water Management District, Jennette M. Seachrist, Resource Management Division Director, 2379 Broad Street, Brooksville, Florida 34604 applied on December 20, 2021, for a Class V aquifer recharge well construction permit. The project is located at Flatford Swamp Recharge Well, 39450 Taylor Road, Myakka City, Florida 34251, in Manatee County (File 0344918-002-UC/5R, WACS ID 102926).
The permittee will construct and operationally test one non-hazardous Class V Group 2 aquifer recharge well RW-1 and its associated monitor wells SLMW-1, RZMW-1, and RZMW-2 for recharge of partially treated surface water for the Southwest Florida Water Management District Flatford Swamp Recharge Well. The maximum injection rate for RW-1 shall be 1,389 gallons per minute and the maximum injection volume for RW-1 shall be 2 million gallons per day. The recharge well is constructed with a 24-inch diameter casing set to 950 feet below land surface (bls), and to a total depth of 1,350 feet bls. The injection zone is classified as a G-II aquifer as defined in Rule 62-520.410 F.A.C. Monitor wells RZMW-1 and RZMW-2 are completed in the lower portion of the Upper Floridan aquifer from 950 to 1,062 and from 950 to 1,064 feet bls respectively. The monitoring well SLMW-1 is completed in the upper portion of the Upper Floridan aquifer from 452 to 521 feet bls.
The Department has permitting jurisdiction under Chapter 403 of the Florida Statutes and the rules adopted thereunder. The project is not exempt from permitting procedures. The Department has determined that an Underground Injection Control permit is required for the proposed work.
Any interested person may submit written comments on the draft permit and may request a public meeting within 30 days after publication of this public notice. A request for a public meeting shall be submitted in writing and shall state the nature of the issues proposed to be raised in the meeting. If a public meeting is later scheduled, there will be another 30-day notice period for that meeting. Written comments or a public meeting request shall be submitted to the Department of Environmental Protection, Aquifer Protection Program, 2600 Blair Stone Road, MS 3530, Tallahassee, Florida 32399- 2400, which is the office processing this permit application. All comments received within the 30-day period will be considered in formulation of the Department's final decision regarding permit issuance.
