NOTICE OF UNSOLICITED PROPOSAL FOR A PUBLIC-PRIVATE PARTNERSHIP OPPORTUNITY: Purchase of a .37-acre parcel for surface level parking and stormwater retention(project). 
The proposed parcel to be purchased is adjacent to a mixed-use development project with a proposed 168 residential apartments, 10 townhomes, 15,000 square feet of commercial/retail and 282 parking spaces.
City of Palmetto, a political subdivision of the State of Florida, Manatee County, has received an unsolicited proposal submitted pursuant to those provisions set forth within Section 255.065, Florida Statutes, Public-Private Partnerships for a Purchase of a .37-acre parcel for surface level parking and stormwater retention(Project).  The proposed parcel to be purchased is adjacent to a mixed-use development project with a proposed 168 residential apartments, 10 townhomes, 15,000 square feet of commercial/retail and 282 parking spaces.
The unsolicited proposal has been deemed a qualifying project in accordance with Section 255.065, Florida Statutes. In compliance with the Section 255.065(3)(b)(1), Florida Statutes, the City is legally required to publish notice of receipt of the unsolicited proposal and will accept, for consideration, other proposals for the same project.
The .37-acre parcel is located at the southern portion of Manatee County Property Appraiser Parcel Number 2700200159 consisting of approximately .37 acres. The subject parcel is adjacent to 702 10th Ave West, parcel 2700200209 which is under contract for sale. The .37-acre parcel is proposed to be used for vaulted stormwater retention and surface level parking and will complement the proposed mixed-use property described above that is being developed. The proposed purchase of the .37-acre parcel will provide stormwater retention for the mixed-use property described above as well as stormwater retention for the Palmetto Police Department property directly to the north of this parcel and located at 820 8th Ave West, Palmetto FL 34221. Respondents with interest in submitting a proposal under the provisions of Section 255.065, Florida Statutes, are invited to submit a proposal for the purchase of the property and the design, construction, operation, maintenance, and financing of the Project. The prospective proposal(s) shall include all information, materials and requirements that are mandated pursuant to Section 255.065, Florida Statutes.
Proposals must include one (1) original hard copy and (1) electronic copy in a sealed parcel labeled "Purchase of a .37-acre parcel for surface level parking and stormwater retention (Project)" and marked with the proposer's name and address. The proposals shall be submitted no later than (21) days from the date of the initial notice (10/26/2025) and shall be mailed, expressed mailed or hand delivered to:

The City reserves the absolute right to reject any or all proposals, or as provided under Section 255.065, Florida Statutes, award and negotiate a final agreement, should a proposal best serve the interests of the City. However, this notice provides no commitment or obligation by the City to enter into any final agreement regarding the Project. The City of Palmetto Commissioners shall have final decision-making authority concerning any final award, which award shall be at their sole and absolute discretion. All communications regarding the project must be submitted to the City of Palmetto Purchasing Division at nhaisley@palmettofl.org or to the addressed posted above.
All proposals and related information received will be subject to applicable provisions of the Florida Public Records Law, and to any applicable procurement statutes of the State of Florida and/or ordinances of the City of Palmetto.
