REQUEST FOR PROPOSALS PALMS OF TERRA CEIA BAY COMMUNITY DEVELOPMENT DISTRICT Notice is hereby given that the Palms of Terra Ceia Bay Community Development District ("District") is accepting bids for its Pier Restoration Project. The District is seeking a qualified, licensed, and insured contractor ("Contractor" or "Bidder") to provide all work required to complete the Pier Restoration Project ("Project") in accordance with the terms, conditions, plans and specifications set forth in the Bidding Documents ("Bid Package"). The Bid Package will be available beginning October 22, 2025 at 2 p.m. by electronic download from the District's website at https://www.palmsofterraceiabaycdd.org or by requesting a copy from J Foster Consulting, LLC, Joseph T. Foster, P.E. 2963 1ST Ave S. St. Petersburg, FL 33712. Email address: jake@jfosterconsulting.com; phone number: 727-821-1949. There will be an optional pre-bid meeting on Friday, November 7, 2025 at 1:00 p.m. at Palms of Terra Ceia Bay CDD, 2300 14th Avenue West, Palmetto, FL 34221. Failure to arrive at the pre-bid meeting at or before 1:00 p.m., or failure to attend, will not preclude the District's consideration of a proposal submitted by a late or non-attending proposer. The pre-bid meeting may include, but not be limited to, a discussion of contract requirements, inspections, evaluations, and submittal requirements. All contractors interested in submitting a bid in response to the Bid Package should read the Bid Package and all enclosed materials carefully, and should visit the Project Site, prior to submitting a bid. Pursuant to Chapter 119, Florida Statutes, all responses to this Bid Package shall be considered public record, submit to distribution pursuant to the request for records by any interested party. Bids must be received by email by 5:00 P.M. E.S.T., November 21, 2025. All timely received bids will be opened on November 21, 2025 at 5:00 p.m. Any bids received after 5:00 p.m. on November 21, 2025 will not be considered. This is not a public bid, and the District reserves the right to reject any bid for any reason. All bids shall be valid and in force for ninety (90) days after the bid opening date. Bidders must be licensed to do business in the State of Florida and in good standing. The District has retained J. Foster Consulting, LLC as its "Owner's Representative" for this "Project". Contractors shall submit bids and inquiries to the Owner's Representative. The final decision and selection of the successful bidder will be completed by the District's Board of Supervisors. The Board anticipates making its selection at the Board meeting scheduled for December 9, 2025. BID TIMELINE: 1. Bid Package to be issued: October 22, 2025 2.
