NOTICE TO INFORM: At the Lexington-Fayette Urban County Council meeting on September 10, 2026 Ordinances 082-2026 through 084-2026; 086-2026; and 087-2026 were enacted related to:(1) changing the zone from a Single Family Residential (R-1C) zone to a Corridor Business (B-3) zone, for 4.912 net (6.047 gross) acres, for property located at 1770 and 1800 Harrodsburg Rd;(2) authorizing the issuance of its Various Purpose General Obligation Bonds, Series 2026B, in one or more subseries, in an aggregate principal amount of $9,740,000 (which amount may be increased by an amount of up to ten percent (10%) or decreased by an unlimited amount); approving a form of Series 2026B Bonds; authorizing designated officers to execute and deliver the Series 2026B Bonds; authorizing and directing the filing of notice with the State Local Debt Officer; providing for the payment and security of the Series 2026B Bonds; maintaining a Sinking Fund; creating a Bond Payment Fund for the Series 2026B Bonds; authorizing acceptance of the bid(s) of the bond purchaser of the Series 2026B Bonds; and repealing inconsistent ordinances; (3) amending Section 16-1(c)(19), Section 16-1(f)(70), and Section 17-1(1) of the Code of Ordinances of the Lexington-Fayette Urban County Government, adopting and incorporating the Complete Streets Design Manual as an engineering manual for infrastructure development in Lexington-Fayette County; (4) amending certain of the Budgets of the Lexington-Fayette Urban County Government to reflect current requirements for municipal expenditures, and appropriating and re-appropriating funds, FY 2027, Schedule No. 6;(5) amending certain of the Budgets of the Lexington-Fayette Urban County Government to correct funds for purchase orders rolling from FY 2026 into FY 2027, and appropriating and re-appropriating funds, Schedule No. 5; and(6) creating Chapter 28 of the Code of Ordinances of the Lexington-Fayette Urban County Government (Privilege Fees for Public Infrastructure Improvements), as follows: adopting definitions for privilege fee, participating owner, non-participating owner, public infrastructure, shared public infrastructure, acreage, and interest; authorizing the allocation of costs of construction of shared public improvements to non-participating owners in the form of privilege fees; authorizing the execution of Privilege Fee Agreements by the Mayor or the Chief Administrative Officer as Mayor's designee for construction of shared public infrastructure and for reimbursement of costs associated therewith from privilege fees remitted by non-participating owners; requiring competitive bidding procedures for construction of shared public infrastructure unless waived for good cause shown; providing for notice to all non-participating owners and a public hearing regarding proposed construction of shared public improvements and the allocation of costs to non-participating owners by way of privilege fees; establishing minimum requirements for Privilege Fee Agreements; authorizing administrative fees; and authorizing the collection of interest on privilege fees.These documents may be viewed in their entirety at https://bit.ly/Ords82- or in the Council Clerk's Office at 200 E.
