Ordinance NO. ORD-35-26 BY THE COUNCIL CORLESS, HALLYBURTON, MORALES, NASH, STEAD AND WILLITS. AN ORDINANCE, ENTITLED THE “ANNUAL APPROPRIATION ORDINANCE FOR THE FISCAL YEAR BEGINNING OCTOBER 1, 2026,” APPROPRIATING $1,804,900,395 DEEMED NECESSARY TO DEFRAY ALL EXPENSES AND LIABILITIES OF THE CITY OF BOISE CITY, IDAHO, FOR SAID FISCAL YEAR; SPECIFYING THE OBJECTS AND PURPOSES FOR WHICH SAID APPROPRIATION IS MADE; REPEAL- ING ALL ORDINANCES AND PARTS OF ORDINANCES IN CONFLICT WITH THIS ORDINANCE; AUTHO- RIZING A LEVY OF A SUFFICIENT TAX UPON THE TAXABLE PROPERTY; PROVINDING FOR A WAIV- ER OF THE READING RULES; AND PROVIDING AN EFFECTIVE DATE. WHEREAS, pursuant to Section 50-1002, Idaho Code, the City of Boise has prepared a budget and has tentatively approved estimated revenues and expenditures for the fiscal year commencing October 1, 2026, and ending September 30, 2027; and WHEREAS, on Tuesday, July 14, 2026, pursuant to Section 50-1002, Idaho Code, the City of Boise held a Public Hearing in the Council Chambers, at the City Hall, City of Boise, Idaho, on the proposed FY 2027 Budget for the purpose of considering public comment on services, expenditures and revenues planned for fiscal year 2027; and WHEREAS, pursuant to Section 50-1003, Idaho Code, the City of Boise is required to pass an annual ap- propriation ordinance prior to the commencement of each fiscal year. NOW THEREFORE, BE IT ORDAINED BY THE MAYOR AND COUNCIL OF THE CITY OF BOISE, IDAHO: SECTION 1. That the sums of money, or as much thereof as may be authorized by law, needed, or deemed necessary to defray all expenses and liabilities of the City of Boise, for the general and special municipal and corporate purposes and objectives of the City of Boise, Idaho, be appropriated for the fiscal year commencing October 1, 2026, and ending September 30, 2027. SECTION 2. That a general tax levy on all taxable property within the City of Boise be levied in an amount allowed by law for the general purpose for said City, for the fiscal year beginning October 1, 2026. SECTION 4. All ordinances and parts of ordinances in conflict with this ordinance are hereby repealed. SECTION 5. That pursuant to the affirmative vote of one-half (1/2) plus one (1) of the members of the full Council, the rule requiring two (2) separate readings by title and one (1) reading in full be, and the same is hereby, dispensed with, and accordingly, this Ordinance shall be read by title once on the 11th day of August 2026, once on the 18th day of August 2026 and in full on the 25th day of August 2026. SECTION 6. That this Ordinance shall be in full force and effect from and after its passage, approval and publication. ADOPTED by the Council of Boise City, Idaho, on August 25, 2026.
