Ordinance NO. ORD-32-26 BY THE COUNCIL CORLESS, HALLYBURTON, MORALES, NASH, STEAD AND WILLITS. AN ORDINANCE (CAR25-00023) FOR PROPERTY LOCATED AT 650 S COTTERELL STREET AMENDING ZONING CLASSIFICATIONS OF THE CITY OF BOISE CITY TO CHANGE THE CLASSIFICATION OF REAL PROPERTY PARTICULARLY DESCRIBED IN SECTION 1 OF THIS ORDINANCE AND ADJACENT RIGHTS OF WAY FROM R-1A (RESIDENTIAL: LARGE LOT) TO R-1B (RESIDENTIAL: SUBURBAN); SETTING FORTH A REASONED STATEMENT IN SUPPORT OF SUCH ZONE CHANGE; AND PROVIDING AN EFFECTIVE DATE. NOW THEREFORE, BE IT ORDAINED BY THE MAYOR AND COUNCIL OF THE CITY OF BOISE CITY, IDAHO: Section 1. That the land use zoning classification of the following described lands within the city of Boise City, Idaho, as set forth in Exhibits A (Legal Description) and B (Map) are amended and reclassified from R-1A (Residential: Large Lot) to R-1B (Residential: Suburban), pursuant to the procedures and requirements of Idaho Code Title 67, Chapter 65 and Boise City Code Title 11, Chapter 5, and the Boise City Comprehensive Plan, as a result of changed circumstances and to promote the public health, safety, and welfare. Section 2. Pursuant to Idaho Code § 67-6535, the Boise City Council hereby adopts the following Reasoned Statement: Reasoned Statement The proposed rezone from R-1A (Residential: Large Lot) to R-1B (Residential: Suburban) is consistent with the approval criteria of Boise City Code (BCC) Section 11-05-05-4.1 (Zoning Map Amendment). The subject property is designated as "Suburban", which allows the R-1B zone, and an area to anticipate infill development within Blueprint Boise. The proposal is compatible with the adjacent single-family residential neighborhood (Principle IDP-N.1) and provides the potential for additional housing within the Boise city limits. Furthermore, the property is adjacent to the R-1B zone and provides a predictable development pattern by creating a gradual transition from the more dense zones to the east and the remaining R-1A zoning to the west. As proposed, the rezone would allow for three additional homes to be constructed as an infill development without compromising the neighborhood character (Policy WB-CCN 2.1). The conditions in the area have changed, as the city of Boise City is experiencing a housing crisis, identified in the Housing Needs Analysis from 2021, and updated in 2024. Lastly, the area is designated as a level 2 area of change within Blueprint Boise, where some infill development is expected. Section 3. The zoning maps of the city of Boise City, Idaho, are hereby changed, altered, and amended to include and insert the real property described in Exhibits A and B hereof in the land use classification therein described. Section 4. That this Ordinance shall be in full force and effect from and after its passage, approval, and publication. ADOPTED by the Council of Boise City, Idaho, on August 18, 2026.
