PUBLIC NOTICE Notice of Availability of the Draft Environmental Impact Statement and Public Comment Period for the Homeland Defense Over-the-Horizon Radar at Northwest Region, United States The public is invited to review and comment on the United States Department of the Air Force (DAF) Draft Environmental Impact Statement (EIS) for the Homeland Over-the-Horizon Radar (OTHR) at Northwest Region of the United States. The Draft EIS evaluates environmental impacts of the Proposed Action of developing the OTHR, including a transmitter site and a receiver site in the state of Oregon. Pursuant to the National Environmental Policy Act (NEPA), the DAF has prepared a Draft EIS for public review that analyzes the potential environmental consequences associated with the proposal to develop the OTHR. The purpose of the Proposed Action is to provide persistent long-range early detection capability to protect North America. The proposed Northwest OTHR would enhance regional long-range early detection capability of airborne threats that may be obscured from conventional line of sight radar systems by the curvature of the Earth. The DAF is proposing two alternatives to address this defined need: Alternative 1, which would include multiple systems and Alternative 2, which would include a single system.
