NOTICE OF PUBLIC HEARING HARRIS RANCH COMMUNITY INFRASTRUCTURE DISTRICT NO. 1 (CITY OF BOISE, IDAHO) NOTICE IS HEREBY GIVEN that, pursuant to Resolution No. HRCID-6-2026 adopted by the Board of Directors (the “Board”) of Harris Ranch Community Infrastructure District No. 1, City of Boise, Idaho (the “District”), the Board will hold a public hearing on August 11, 2026, at 1:00 p.m., at Boise City Hall, 150 North Capitol Boulevard, Boise, Idaho 83702, regarding a proposed revised assessment roll for Assessment Area One of the District (the “Proposed Assessment Roll”). In 2010, property owners petitioned the District to (i) create a special assessment area within the District (“Assessment Area One”), (ii) impose special assessments on property within Assessment Area One, and (iii) issue special assessment bonds to finance public infrastructure improvements benefiting property within Assessment Area One. Following notice and public hearing, the Board adopted Resolution No. HRCID-11 on December 21, 2010, establishing Assessment Area One and approving the original assessment roll for Assessment Area One (the “Original Assessment Roll”). The District thereafter issued its Special Assessment Bonds (Assessment Area One), Series 2011 (the “Series 2011 Bonds”), on March 22, 2011, in the original principal amount of $3,920,000, payable from special assessments collected within Assessment Area One. The Board is now considering issuing refunding bonds to refinance all or a portion of the outstanding Series 2011 Bonds and related costs and reduce the amount of the special assessments within Assessment Area One. In connection therewith, the District has prepared or will prepare the Proposed Assessment Roll for Assessment Area One, identifying the parcels within Assessment Area One subject to ongoing special assessments, the amount proposed to be charged to each parcel and the method used to determine the amount of the Proposed Special Assessment, which Proposed Assessment Roll will be made available at or prior to the Public Hearing on August 11, 2026, at 1:00 p.m., at Boise City Hall, 150 North Capitol Boulevard, Boise, Idaho 83702. (a) A description of the real property included within Assessment Area One is attached hereto as Exhibit A. (b) The method by which the amount of the Proposed Special Assessment will be determined will continue to based upon the proportional benefit received by the affected property within Assessment Area One from the public infrastructure improvements and community infrastructure financed and refinanced by the District, with assessments generally allocated among benefited properties on a square footage per lot basis, substantially consistent with the methodology described in the Engineering Assessment Report dated December 15, 2010, and the prior assessment proceedings for Assessment Area One.
