SUMMARY OF ORDINANCE NO. ORD-31-26
OF THE CITY OF BOISE CITY, IDAHO
PUBLIC NOTICE IS HEREBY GIVEN that the city of Boise City, Idaho, adopted at its regular meeting of June 30th, 2026, that Ordinance No. ORD-31-26 entitled:
AN ORDINANCE AMENDING BOISE CITY CODE TITLE 1, CHAPTER 7, SECTION 2 APPOINTMENT OF OFFICERS; AMENDING BOISE CITY CODE TITLE 2, CHAPTER 7 LIBRARY BOARD; PROVIDING FOR A WAIVER OF THE READING RULES; APPROVING A SUMMARY OF THE ORDINANCE; AND PROVIDING AN EFFECTIVE DATE.
The ordinance amends the authority of the Library Board of Trustees to hire and fire the Library Director by requiring the approval of a majority of the members of City Council to do so, as required by House Bill 715 from the 2025/26 Idaho legislative session. The ordinance amends Title 1, Chapter 7, Section 2 to differentiate applicable hiring and firing procedures for the Library Director as compared to other department directors of the City and amends Title 2, Chapter 7, Section 4 to align the hiring and firing authority of the Library Board with H.B. 715. The ordinance further aligns Title 2, Chapter 7 with Idaho Code Title 33, Chapter 26 by clarifying and amending Library Board of Trustee qualifications, terms, compensation, and required meeting schedule. The ordinance removes reference to one Boise Public Library building due to the development of branch locations and provides more generally for the establishment of the library and funding from the City's general fund. The ordinance amends the definition of library materials to better reflect its modern collection and removes reference to fines to better reflect library policy. The ordinance amends the sections pertaining to library borrowers' cards to provide the Library Board of Trustees more discretion to determine card types offered pursuant to library policy.
The effective date of the ordinance is immediately upon publication, and the ordinance approves this ordinance summary. A copy of the full text of the Ordinance is available at the City Clerk's office, 150 North Capitol Boulevard, Boise, Idaho 83701. Examination may be requested in writing or in person during regular business hours of the City Clerk's office, from 8:00 a.m. until 5:00 p.m. pursuant to Section 50-901A(4), Idaho Code.
