DEQ SEEKS COMMENT ON DRAFT IDAHO POLLUTANT DISCHARGE ELIMINATION SYSTEM PERMIT FOR Perpetua Resources Idaho, Inc. PROPOSED ACTION: Perpetua Resources Idaho, Inc. applied to the Department of Environmental Quality (DEQ) for an Idaho Pollutant Discharge Elimination System (IPDES) wastewater discharge permit for its domestic wastewater treatment facility located in Stibnite, Idaho. DEQ is seeking public comment on the draft IPDES permit, associated fact sheet, and application for the Perpetua Resources Idaho, Inc. – Stibnite Gold Project Worker Housing wastewater treatment facility. This draft permit authorizes the discharge of treated domestic wastewater year round to the East Fork of the South Fork Salmon River for five years. The discharge occurs via a direct outfall to the water body. The draft IPDES permit includes requirements for the treatment and disposal of the domestic sludge. The permit identifies the pollutants of concern and specifies associated discharge limits. Additionally, the permit specifies monitoring and reporting requirements necessary to ensure compliance, protect human health, and assure the integrity of Idaho's environment. PUBLIC COMMENT PERIOD: Notice is given that DEQ has scheduled a period to receive public comments. Written comments on the draft permit and fact sheet will be accepted through August 7, 2026, at 5 p.m. MST. A public meeting may be held if requested in writing by July 22, 2026. The draft permit and fact sheet are available for public review at DEQ's state office (1410 N. Hilton St., Boise, ID 83706), Boise Regional Office (1445 N.
