Notice of Public Comment Period for City of Boise Change of Use for Federally Funded Acquisition
The City of Boise (City) receives Community Development Block Grant (CDBG) Entitlement funds and Home Investment Partnerships (HOME) Program funds from the U.S. Department of Housing and Urban Development (HUD). The City is required to provide a public notice and comment period for "change of use" of property previously acquired with CDBG funds. The City has identified an opportunity to redevelop existing affordable multifamily housing originally purchased with CDBG funds. See details below, per public notice requirements at 24 CFR 42.375(c).
(1) Description of the proposed assisted activity
Demolish existing buildings (110 total affordable units) that are at the end of useful life and replace with new buildings (337 total affordable units). The proposed development includes two buildings containing approximately 337 low-income housing units alongside approximately 10,000 square feet of ground-floor commercial space. The project design includes elevated outdoor plazas, enhanced landscaping along Capitol Boulevard, and a pedestrian walkway between the two buildings. Amenities within the development include a fitness center, clubroom, and communal gathering spaces.
(2) Location on a map and number of dwelling units by size (number of bedrooms) that will be demolished or converted to a use other than for lower-income dwelling units as a direct result of the assisted activity
1025 S. Capitol Boulevard: 46 studios, 3 one-bedrooms
1020 S. Lusk Street: 36 studios
1028 S. Lusk Street: 8 studios, 17 one-bedrooms
(3) Schedule for the commencement and completion of the demolition or conversion
Demolition is scheduled to begin in August 2026 with new construction beginning shortly after. The redevelopment project is projected to be complete, with all units ready to lease, 36 months after construction commences.
(4) Location on a map and the number of dwelling units by size (number of bedrooms) that will be provided as replacement dwelling units
106 one-bedroom, 190 two-bedroom, and 41 three-bedroom units will be built as replacement dwelling units at the current location of 1025 S. Capitol Boulevard, 1020 S. Lusk Street, and 1028 S. Lusk Street (parcels S1010325832 and S1010325836). Map visual provided on City's website listed below.
(5) Source of funding and schedule for the provision of replacement dwelling units
This project will be financed with Low Income Housing Tax Credits (LIHTC), City general funds, and other equity secured by the development team. No HUD funds will be used in the redevelopment.
(6) Basis for concluding that each replacement dwelling unit will remain a lower-income dwelling unit for at least 10 years from the date of initial occupancy
A Memorandum of Restrictive Covenants will be applied to the new buildings per the LIHTC regulations. Additionally, the City will sign a Ground Lease, ensuring that the housing will remain affordable for a minimum of 75 years.
(7) Information demonstrating that any proposed replacement of dwelling units with smaller dwelling units (e.g., a 2-bedroom unit with two 1-bedroom units) is consistent with the needs assessment contained in its HUD-approved consolidated plan
None of the proposed dwelling units are smaller than the existing units that have aged out of their useful life. What was 90 studios and 20 one-bedroom units will become 106 one-bedroom, 190 two-bedroom, and 41 three-bedroom units.
