Ordinance NO. ORD-20-26 BY THE COUNCIL CORLESS, HALLYBURTON, MORALES, NASH, STEAD AND WILLITS. AN ORDINANCE (DRH25-00206) DESIGNATING THE BETTY THE WASHERWOMAN ANIMATRONIC SIGN LOCATED AT 1504 S VISTA AVENUE AS A LOCAL LANDMARK; SPECIFYING THE WAITING PERIOD PRIOR TO DEMOLITION, MATERIAL ALTERATION, REMODELING, OR REMOVAL OF THE LOCAL LANDMARK; DIRECTING WRITTEN NOTIFICATION TO THE PROPERTY OWNERS; DIRECTING THE CITY CLERK TO FILE THE ORDINANCE WITH THE ADA COUNTY RECORDERS OFFICE; DIRECTING THE PLANNING AND DEVELOPMENT SERVICES DEPARTMENT TO NOTIFY THE ADA COUNTY ASSESSORS OFFICE ON BEHALF OF THE HISTORIC PRESERVATION COMMISSION; AND PROVIDING AN EFFECTIVE DATE WHEREAS, the Betty the Washerwoman animatronic sign was built around 1959 for the Econo-Wash/Maytag Laundry in Boise and reflects the post-WWII development along Vista Avenue; WHEREAS, the sign remains significant and has been deemed eligible for the National Register of Historic Places; WHEREAS, the Boise City Historic Preservation Commission held a public hearing on October 27, 2025, and recommended approval of designating the Betty the Washerwoman animatronic sign as a local landmark to the Boise City Council; WHEREAS, the Boise City Council held a public hearing on January 27, 2026, to consider designating the Betty the Washerwoman animatronic sign as a local landmark; and, WHEREAS, the Boise City Council approved the designation of the Betty the Washerwoman animatronic sign as a local landmark. NOW, THEREFORE, BE IT ORDAINED BY THE MAYOR AND COUNCIL OF THE CITY OF BOISE CITY, IDAHO: Section 1. That the Betty the Washerwoman animatronic sign located at 1504 S. Vista Avenue, Boise, Idaho, as depicted on the map attached hereto as Exhibit A and incorporated herein by reference, shall be and hereby is designated as a historic landmark within the city of Boise City. Section 2. That this designation has been made pursuant to those requirements as set forth in Title 11, Chapter 5, Section 5 of the Boise City Code. Section 3. That prior to the demolition, material alteration, remodeling, or removal of the Betty the Washerwoman animatronic sign, there shall be a waiting period of not less than 180 days following written notice of the property owner's proposed action given to the Historic Preservation Commission. During such time, the Historic Preservation Commission may negotiate with the property owner and with other parties to try to find a means of preserving Betty the Washerwoman. Outfit changes for Betty the Washerwoman shall not be considered a material alteration. Section 4. That the Historic Preservation Commission may work with the property owner to provide a suitable sign or marker near the historic landmark indicating that the property has been so designated. Section 5. Upon approval of this Ordinance, the City shall provide the owners and occupants of 1504 S. Vista Avenue with written notification of the City Council's action. Section 6. Upon approval and publication of this Ordinance, the City Clerk shall file one copy of the Ordinance with the Ada County Recorder. Section 7. Upon approval and publication of this Ordinance, the Historic Preservation Commission, acting through the Planning and Development Services department of the City of Boise, shall give notice of such designation to the Ada County Tax Assessor. Section 8. That this Ordinance shall be in full force and effect immediately upon its passage, approval and publication. ADOPTED by the Council of Boise City, Idaho, on June 9, 2026.
