Public Comment Periods for City of Boise's Draft Five-Year Consolidated Plan 2026-2030, Draft 2026 Annual Action Plan, and Second Substantial Amendment to 2025 Annual Action Plan
The City of Boise invites participation in a second public comment period for the draft Five-Year Consolidated Plan (2026-2030) and draft Program Year 2026 Annual Action Plan, as well as a public comment period for the Second Substantial Amendment to the Program Year 2025 Annual Action Plan.
The Five-Year Consolidated Plan is a comprehensive document that identifies Boise's affordable housing and community development needs, including strategies and goals to address those needs. The Consolidated Plan also identifies priorities for Community Development Block Grant (CDBG) and HOME Investment Partnerships Program (HOME) funding anticipated from the U.S. Department of Housing and Urban Development (HUD) during the five-year period.
The 2026 Annual Action Plan describes how the City intends to use its annual CDBG entitlement and HOME allocation to address community needs and priorities identified in the Five-Year Consolidated Plan. The Plan also includes proposed uses of CDBG and HOME program funds carried forward from prior years and program income which is expected to be received during the program year.
The City has determined it necessary to formally amend the current 2025 Annual Action Plan (October 1, 2025 - September 30, 2026). Reason: Due to two planned rehabilitation projects not moving forward, the City has identified an opportunity to use available funds to acquire property for development of new multifamily housing, which aligns with the current Five-Year Consolidated Plan and the City's housing strategy. This Substantial Amendment will include the following changes.
Revise the "Increase access/inventory of affordable housing" Goal as follows:
Increase CDBG funding from $152,741 to $1,209,343
Revise Goal Outcome Indicators to increase rental units constructed from 8 to 83 and remove "other – relocation assistance" for 1 household
Revise the "Preserve affordable housing units" Goal as follows:
Decrease CDBG funding from $2,945,622 to $1,870,139
Revise Goal Outcome Indicators to decrease rental units rehabilitated from 180 to 40
Revise the "CDBG Housing" Project as follows:
Increase CDBG funding from $140,252 to $1,110,000
Revise Goal Outcome Indicators/Number to Benefit to add 75 rental units constructed and remove "other – relocation assistance" for 1 household
Revise the "CDBG Preservation" Project as follows:
Decrease CDBG funding from $2,704,771 to $1,716,514
Revise Goal Outcome Indicators/Number to Benefit to decrease rental units rehabilitated from 180 to 40
Public Comment Period
The draft Five-Year Consolidated Plan (2026-2030), draft 2026 Annual Action Plan, and Second Substantial Amendment to the current 2025 Annual Action Plan will be available for review at cityofboise.org/consolidated-plan. Hard copy documents are available at the Housing and Community Development Division located at 150 N. Capitol Boulevard (2nd floor). Community members may submit comments for any of the three documents from June 3, 2026 through July 2, 2026 by email (housing@cityofboise.org), fax (208-384-4195), or mail (City of Boise, Attn: HCD, PO Box 500, Boise, Idaho 83701-0500).
