PROPOSED CHANGES Idaho Medicaid intends to submit a State Plan Amendment (SPA) to the Centers for Medicare and Medicaid Services (CMS) to update reimbursement for State-Owned Skilled Nursing Facilities from a retrospective cost settlement to a cost-based prospective payment rate. The Department intends to submit these amendments to CMS with requested effective dates of July 1, 2026.
