Ordinance NO. ORD-9-26 BY THE COUNCIL CORLESS, HALLYBURTON, MORALES, NASH, STEAD AND WILLITS. AN ORDINANCE (CAR25-00014) FOR PROPERTY LOCATED AT 6300, 6352, AND 6450 N ROE STREET, BOISE ID, 83714, AMENDING ZONING CLASSIFICATIONS OF THE CITY OF BOISE CITY TO CHANGE THE CLASSIFICATION OF REAL PROPERTY PARTICULARLY DESCRIBED IN SECTION 1 OF THIS ORDINANCE AND ADJACENT RIGHTS OF WAY FROM R-1A (RESIDENTIAL: LARGE LOT) TO R-2 (RESIDENTIAL: COMPACT); SETTING FORTH A REASONED STATEMENT IN SUPPORT OF SUCH ZONE CHANGE; AND PROVIDING AN EFFECTIVE DATE. NOW THEREFORE, BE IT ORDAINED BY THE MAYOR AND COUNCIL OF THE CITY OF BOISE CITY, IDAHO: Section 1. That the land use zoning classification of the following described lands within the city of Boise City, Idaho, as set forth in Exhibits A (Legal Description) and B (Map) are amended and reclassified from R-1A (Residential: Large Lot) to R-2 (Residential: Compact), pursuant to the procedures and requirements of Idaho Code Title 67, Chapter 65 and Boise City Code Title 11, Chapter 5, and the Boise City Comprehensive Plan, as a result of changed circumstances and to promote the public health, safety, and welfare. Section 2. Pursuant to Idaho Code § 67-6535, the Boise City Council hereby adopts the following Reasoned Statement: Reasoned Statement The zoning map amendment from R-1A (Residential: Large Lot) to R-2 (Residential: Compact) is consistent with the approval criteria of Boise City Code (BCC) Section 11-05-05.4.I. (Zoning Map Amendment). The rezone to R-2 is consistent with the surrounding area and the redevelopment occurring nearby. This area is identified as a level 2 area of change in the comprehensive plan, due to its availability of large, vacant lots suitable for infill, as well as its proximity to alternative modes of transportation and planned infrastructure investment. This area has experienced significant urbanization through infill development, as the City of Boise has experienced and responded to a housing crisis. The rezone will accommodate a development that complements the scale and character of the residential neighborhood, which contains varying residential zoning designations, uses, and densities. With infill developments being recently constructed in the area, and R-2 zoning adjacent to the south, the requested zone is compatible with the size, scale, height, density, and mobility network of the surrounding area. The rezone is in the best interest of the public convenience and general welfare since it will be able to support a multi-family development with opportunities for future residents to meet daily needs within walking distance, thus reducing vehicle miles traveled (VMT) (Policies NAC2.2, CC1.1, and EC8.3, and Goals NAC1, NAC3.2, and NW-C21). Similarly, the site is currently improved with detached sidewalk, which provides a pedestrian-oriented design that increases safety and comfort (Goals SC1, and CC7, Policy CC7.2, Principle GDP-N.1, GDP-N.5, and IDP-N.2). Section 4. The zoning maps of the city of Boise City, Idaho, are hereby changed, altered, and amended to include and insert the real property described in Exhibits A and B hereof in the land use classification therein described. Section 5. That this Ordinance shall be in full force and effect from and after its passage, approval, and publication. ADOPTED by the Council of Boise City, Idaho, on April 14, 2026.
