CONEX BASED LIVE FIRE TRAINING UNIT PROCURING PERSONAL PROPERTY
STATUTORY PROCEDURE: I.C. § 67-2806(2) 1. DATE AND LOCATION UPON WHICH BIDS MUST BE SUBMITTED: All bidders are to have their bids in sealed envelope with a precise statement on the outside stating: “Bid of [insert name of bidder] submitted in response to “Eagle Fire Protection District Solicitation for Bid Notice No. 2026-01” and delivered to the Eagle Fire District Administrator Angi McBride as follows: • via U.S. mail to 1119 E. State Street, Suite 240 Eagle, Idaho 83616; or • Hand delivered during regular office hours 8:00 a.m. to 5:00 p.m. Monday through Friday on or before 5:00 p.m. on the 21st day of May 2026; or
Bids received after the deadline will be returned to the bidder unopened and will not be considered. 2. SPECIFICATIONS OF PERSONAL PROPERTY TO BE PURCHASED: Eagle Fire Protection District (the “Fire District”) is soliciting sealed bids for the design, fabrication, delivery, and installation of a CONEX-based live fire training unit (the “Project Unit”). The Project Unit shall be: • Used for Class A live fire training and must comply with NFPA 1402 and NFPA 1403 standards, applicable OSHA regulations and applicable local building and safety codes. • A turnkey training structure excluding site preparation and concrete work. • A four-story training structure constructed from approximately 10–15 ISO shipping containers (20-foot and 40-foot units). • Able to support multiple firefighter training evolutions including live fire burn rooms, search and rescue training, stair and ladder evolutions, and standpipe and sprinkler training. • Structurally engineered and designed to include live fire burn rooms, with construction drawings, and foundation load requirements. • A minimum building configuration of:
Level 1: Minimum two (2) 40’ containers and four (4) 20’ containers including one garage prop container and two burn rooms.
Level 2: Minimum two (2) 40’ containers and three (3) 20’ containers including two burn rooms. Level 3: Minimum two (2) 40’ containers and one (1) 20’ container. Level 4: Minimum one (1) 20’ container.
• Configured to include interior and exterior stairways, ladder access to level four, a center hallway with 180-degree swing doors on the first two floors, and a roof-mounted flagpole. • The Project Unit shall have the following fire training features:
Four (4) burn rooms with thermal insulation for Class A live fire training. Interior drainage and under-building drainage. Three (3) movable burn racks. Standpipe system with exterior connection and floor connections. Sprinkler training prop. Minimum two exit doors and two operable windows per burn floor for emergency egress.
• The fabrication of the Project Unit shall be: Purpose-built or new containers modified for fire training use. Work includes structural reinforcement,
burn panels, stairs, railings, landings, and fabrication of training props. • Delivery and Installation of the Project Unit and Site:
The successful bidder shall provide transportation to the site, assembly and stacking of containers, anchoring, and structural connections. Site preparation and concrete work are not included but foundation load requirements must be provided. The Site address is: 11280 N. Horseshoe Bend Rd., Boise, Idaho, 83714
Successful bidder bears the risk of loss until deliver and acceptance by the Fire District. • Successful bidder testing and commissioning
The successful bidder shall test burn rooms and systems and verify NFPA compliance prior to final acceptance.
• Documentation and Training The successful bidder shall provide as-manufactured drawings, operations and maintenance manuals,
and training for Eagle Fire Protection District personnel. • Warranty
Bidders shall provide warranty coverage for structural components, modular connections, and burn systems. Replacement components must be available within reasonable lead times.
• Successful bidder insurance requirements Commercial General Liability for bodily injury and property damage during delivery, placement,
and setup: $1,000,000 per occurrence, $2,000,000 general aggregate, and $2,000,000 products/ Completed operations aggregate.
Automobile liability coverage for the delivery of the Project Unit: $1,000,000 combined single limit for owned, non-owned, and hired vehicles.
Worker’s compensation coverage compliant with Idaho’s workers compensation law. Employer liability: $500,000, each accident or disease. Umbrella: $2,000,000 Products/Completed Operations Coverage: $2,000,000.00 Professional Liability: $1,000,000 per claim.
• Bidder Qualifications and Experience Bidders shall have substantial experience in the design and fabrication of the Project Unit and have
completed at least (3) similar projects within the past five (5) years. 3. PROJECT SCHEDULE • Notice of Award within 28 days of the date the bids are open. • Design Approval within 4 months of the notice of award of the bid. • Project completion to occur within twelve (12) months of final design approval by the Fire Chief. 4. BID FORMS: The bid documents include this bid notice and bid forms. The bid documents for submitting a bid are available at the offices of the Fire District’s District Administrator Angi McBride via electronic delivery method at amcbride@eaglefire. org. All bids must be submitted on the form provided by the Fire District. Additional material to clarify and support a bid may be submitted provided the material is contained in a sealed envelope marked: “Supplemental material to Bid of ____________ submitted in response to “Eagle Fire Protection District Bid Notice No. 2026-01” and filed by the required date and time. 4. BID QUESTIONS: Any questions concerning the concerning the bidding procedures for this bid notice shall be addressed and directed to Fire Chief Tyler Lewis via Angi McBride at 1119 E. State Street, Suite 240 Eagle, Idaho 83616, 208-939- 6463 or by email to amcbride@eaglefire.org 7. BID BOND REQUIRED: The bid must be accompanied by cash, or a certified check, or a bid bond, or a bank letter of credit payable to Eagle Fire Protection District in the sum of Five Per Cent (5.0%) of the amount of the bid price. This guarantees to the Fire District that the successful bidder will deliver in accordance with their bid. Upon delivery, the cash, check, or bid bond will be returned to the bidder as set forth above in this notice. If the successful bidder fails to execute the purchase agreement for the Project Unit, the amount of that bidder’s security shall be forfeited to the Fire District and the proceeds shall be deposited in the fund out of which the expenses of preparation and printing of the publication, notice, and bid specifications are made. The Fire District may, on refusal or failure of the successful bidder to execute the purchase agreement for Project Unit, award it to the next lowest responsible bidder. In that event the amount of the lowest responsible bidder’s security shall be applied by the Fire District to the difference between the lowest responsible bid and the next lowest responsible bid, and the surplus, if any, shall then be returned to the lowest bidder if cash or check is used, or to the surety on the bidder’s bond if bond is used. 9. BIDS SUBMITTED CAN NOT BE WITHDRAWN AFTER THE TIME SET FOR OPENING: Any bid received by the Fire District may not be withdrawn after the time set in the notice for the opening of bids. 10. BID OPENING AND EVALUATION: All bids received will be opened the 10th day of June, 2026 at the hour of 4:00 p.m. in the Commissioners Meeting Room at Eagle Fire Protection District Station No. 1 at 966 Iron Eagle Drive, Idaho 83616 by the President of the Board of Commissioners together with the Fire District Administrator who shall read all bids aloud and keep a record of the opening of the bids. No person will be denied the right to be present for the opening of the bids. All bids will be evaluated by Tyler Lewis Fire Chief for recommendation to the Board of Commissioners of the Fire District. The decision of the Board of Commissioners will be presented in an open meeting and within 28 days of the bid opening. 11. RESERVATION OF THE RIGHT TO REJECT ANY AND ALL BIDS: The Fire District Board of Commissioners reserves in its discretion the right to reject any and all bids presented and to waive any irregularities or informalities in any bid or in the bid process and/or to re-advertise. If two (2) or more bids are the same and the lowest responsible bids, the Board of Commissioners may accept the one it chooses. 12. THE SUCCESSFUL BIDDER SHALL EXECUTE A PURCHASE AGREEMENT within twenty-one (21) days after the date of notice of award. 13. Fire District Investigation: Before a bid will be awarded for Product Unit, the Fire District will conduct such investigation as is necessary to determine the performance record and ability of the apparent low bidder to perform the size and type of work specified under this Contract. Upon request, the bidder shall submit information deemed necessary by the Fire District to evaluate the bidder’s qualifications. 14. Written Objections: Written objections to specifications or bid procedures must be received by District Administrator or the Fire Chief of the Fire District at least one (1) business day before the date and time upon which bids are required to be received.
