INVITATION FOR BID Sealed proposals will be received for the Construct GA Terminal Building and Wash Rack project at the Owyhee Airport (10U), addressed to Cody Steele, P.O. Box 219, Owyhee, NV 89832 until 3:00 pm local time (Mountain Daylight Time) on Wednesday, May 27, 2026. Bids received after the time fixed for the opening will not be considered. Sealed bids will then be collected and delivered to the Shoshone-Paiute Tribal Headquarters located at 1036 Idaho State Highway 51, Owyhee County, ID 83604, where they will be publicly opened and read aloud at 3:15 PM. A virtual pre bid meeting will be held at 2:00 pm local time (Mountain Daylight Time) on Thursday, April 30, 2026 for interested contractors, subcontractors, and suppliers. Attendance at this pre-bid meeting is optional but is encouraged so potential bidders may familiarize themselves with the project. Those interested in attending the pre-bid meeting are encouraged to email DMEYER@JUB.COM to obtain details for accessing the meeting. The project consists of, but is not limited to the construction, delivery, and installation of a premanufactured general aviation terminal building on a concrete foundation, site improvements including construction of ADA-compliant sidewalk, parking, and site grading, installation of a potable water system including a new well, well house, piping, water main, and water service to the terminal building, installation of a new sewer septic system, including sewer pipe, septic vault, and septic leach field, and installation of electric services to the terminal building and well house. Work tasks include site grading, excavation, concrete placement, well construction, pipe installation, conduit and wire installation, and procuring and installing a premanufactured building. The project also consists of the construction of a new wash rack, which includes excavation, base installation, concrete placement, and installation of storm drain piping and drainage structures. Bidders must receive a digital copy from J-U-B Engineers to be placed on the project Plan holders list. Bidders must be on the Plan holders list to receive addenda and have their bids be considered responsive. All questions regarding this project should be directed to the Engineer at DMEYER@JUB.COM. Each bid must be accompanied by a certified check, cash, cashier's check, or bid bond in an amount not less than 5% of the total bid. As a Federally-Recognized Tribe residing on sovereign lands, it is the right of the Shoshone-Paiute Tribes of the Duck Valley Indian Reservation to establish requirements of contractors performing work on Tribal Lands, including the Owyhee Airport. To that end, the Shoshone-Paiute Tribes, as Owner and Airport Sponsor, will accept bids for this project from Contractors who are licensed to perform the work included in this project through either the State of Idaho or the State of Nevada, which are neighboring jurisdictions to the Duck Valley Indian Reservation. CIVIL RIGHTS – TITLE VI: As a condition of a grant award, the Shoshone-Paiute Tribes of the Duck Valley Indian Reservation, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. §§ 2000d to 2000d-4), 28 CFR § 50.3, and 49 CFR Part 21, hereby notifies all bidders that it will affirmatively ensure that any contract entered into pursuant to this advertisement, all contractors will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of the owner's race, color, national origin, sex, creed, age, or disability in consideration for an award. The proposed contract is also under and subject to the following federal clauses: Government-wide Debarment and Suspension, Government-wide Requirements for Drug-free Workplace, Foreign Trade Restrictions, Buy American Preference, Disadvantage Business Enterprise Requirements as follows: The requirements of 49 CFR Part 26 including any amendments thereto apply to this contract. It is the policy of the Shoshone-Paiutes Tribes of the Duck Valley Indian Reservation to practice nondiscrimination based on race, color, sex, or national origin in the award or performance of this contract. The Owner encourages participation by all firms qualifying under this solicitation regardless of business size or ownership. All required Federal Clauses including the labor provisions, and wage rates are included in the specifications and bid documents. Each bidder must supply all of the information required by the bid documents and specifications. This project includes Federal funds and is subject to the wage provisions of the Federal Davis-Bacon, and related acts. Each bidder shall furnish the Statement of Bidders Pre-Qualifications to the OWNER with satisfactory evidence of their competency to perform the work contemplated with the bid. The Shoshone-Paiute Tribes of the Duck Valley Indian Reservation reserve the right to reject any and all proposals, waive any informalities, or irregularities, postpone the award of the Contract for a period not to exceed One Hundred Twenty (120) days, and accept the proposal that is in the best interest of the Owner.
