REQUEST FOR PROPOSALS
ROE STREET MULTI-FAMILY HOMES
Capital City Development Corporation (CCDC) is issuing a request for proposals for a multi-family housing development on a 1.92-acre property (Parcel # R8123251010), addressed as 8306 W. State Street in the State Street Urban Renewal District in Boise, Idaho.
CCDC seeks to dispose of the property based on a Disposition and Development Agreement to redevelop the parcel as housing with average rents affordable to households earning 100% of the area median income. CCDC encourages proposals that may include rents for households earning between 60-100% of the area median income. The project aims to incorporate quality urban design, create a more walkable and connected neighborhood, spur further development, and generate additional tax revenue in the Urban Renewal District.
The sales price of the parcel will be based on an appraisal and will meet CCDC's disposition policy and requirements as per Idaho Code §50-2011.
CCDC desires an executed Agreement to Negotiate Exclusively to be approved by the CCDC Board of Commissioners in December 2026. Precursors to disposition may include proof of adequate financing for the completion of the project, approval of all land use entitlements, purchase of the site, and an agreed upon schedule of performance.
Proposals are due no later than 3:00 p.m. local time on June 30, 2026, by submission to CCDC according to instructions in the RFP package.
