INVITATION FOR BID
NOTICE IS HEREBY GIVEN that on or before 2:00 pm, April 1, 2026, the City of Caldwell, Idaho, will receive sealed bids for the Rehabilitate Taxiway C Project. All bid proposals shall be submitted online through the City's OpenGov Procurement portal prior to the bid due date and time. No late bids will be accepted. Bids will be evaluated after the bid proposal submission deadline and will be publicly available on the City's and OpenGov's websites following the bid opening.
A pre-bid meeting will be held at the Caldwell Executive Airport Terminal Building, 4814 E Linden Street, Caldwell, Idaho 83605, at 2:00 pm, local time on March 23, 2026, for those interested contractors, subcontractors, and suppliers.
The project consists of, but is not limited to, the removal and replacement of the existing surface course of approximately 1,500 feet of the Central portion of Taxiway C. Pavement rehabilitation work tasks include asphalt milling, shaping and blending the existing base course with the new base course, compacting the blended base course, paving of 3 inches of new asphalt surface course, and pavement marking.
The City of Caldwell will only accept electronic bid submissions in accordance with the specifications detailed in the solicitation document(s) available on the OpenGov website. Bidding packets are FREE with registration through OpenGov.com. Each bid must be accompanied by a certified check, cash, cashier's check, or bid bond in an amount not less than 5% of the total bid.
CIVIL RIGHTS – TITLE VI- The City of Caldwell, Idaho, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 USC §§ 2000d to 2000d-4) and the Regulations, hereby notifies all bidders or offerors that it will affirmatively ensure that for any contract entered into pursuant to this advertisement, all businesses, will be afforded full and fair opportunity to submit bids in response to this invitation and no businesses will be discriminated against on the grounds of race, color, national origin (including limited English proficiency), creed, sex (including sexual orientation and gender identity), age, or disability in consideration for an award. The proposed contract is also under and may be subject to the following federal clauses: Affirmative Action, Government-wide Debarment and Suspension, Government-wide Requirements for Drug-free Workplace, Foreign Trade Restrictions, Buy American Preference, Disadvantage Business Enterprise Requirements. The requirements of 49 CFR part 26 apply to this contract. It is the policy of the City of Caldwell, Idaho to practice nondiscrimination based on race, color, sex, or national origin in the award or performance of this contract. The Owner encourages participation by all firms qualifying under this solicitation regardless of business size or ownership. All required Federal Clauses including the labor provisions, and wage rates are included in the specifications and bid documents. Each bidder must supply all of the information required by the bid documents and specifications. This project includes Federal funds and is subject to the wage provisions of the Federal Davis-Bacon, and related acts.
Each bidder shall furnish the Statement of Bidders' Pre-Qualifications to the OWNER with satisfactory evidence of their competence to perform the work contemplated by the bid. The City of Caldwell, Idaho, reserves the right to reject any and all proposals, waive any informalities or irregularities, postpone the award of the Contract for a period not to exceed One Hundred Twenty (120) days, and accept the proposal that is in the best interest of the City of Caldwell, Idaho. The award of the Bid is contingent upon the receipt of Federal funding.
