Request for Proposals
Hoffman Construction Company of America, Construction Manager/General Contractor ("CM/GC" or "Contractor") for West Boise Water Renewal Facility ("Project") being performed for The City of Boise, Idaho ("Owner") requests sub-bid proposals for Bid Package BP#7 – Secondary Capacity Expansion Package 2. This bid package includes the following: Concrete, Metals, Rough Carpentry, Roof Hatches and Specialties, Thermal and Moisture Protection, HM Doors, Frames and Hardware, Steel Rolling Overhead Doors, High Performance Industrial Coatings, Mechanical, Process and HVAC, Electrical and I&C, and Earthwork and Sitework.
A non-mandatory, but strongly encouraged, pre-bid meeting has been scheduled for 1:00 PM MST, January 29, 2026. Attendees are to meet at 11818 W Joplin Rd, Boise, Idaho 83714, Ancell Ave Entrance B at the WaterShed. Attendees must bring/wear their own OSHA-compliant Helmet and Safety Glasses, Reflective Vest, gloves, long pants, and boots in order to attend the job walk following the pre-bid meeting. Statements made at the pre-bid meeting by representatives of the Contractor, Owner, Architect, Engineers, and/or others are not binding and do not change the RFP documents or bidding requirements unless such statements are confirmed by written Addendum to the RFP.
BIDDERS ARE HEREBY ADVISED that an affiliate of Contractor intends to submit a proposal for the Concrete Work (Bid Item #1) in response to this RFP. The bid for that entity will be delivered directly to the Owner one hour prior to the public bid opening. Contractor's self-perform bid will be read at the Public Bid Opening.
Proposals must utilize the specified PROPOSAL FORM and be uploaded to Smartbid OR delivered to Hoffman Construction Company of America at 420 W Washington St., Suite A, Boise, Idaho 83702 no later than 2:00 p.m. MST, February 19, 2026. A completed Subcontractor/Vendor Questionnaire including latest year-end safety and financial information must accompany the proposal unless previously submitted. Questionnaire can be found at https://www.hoffmancorp.com/trade-partners/#prequalification and may be attached as a separate file or submitted separately. Elaborate proposals or the inclusion of non-essential information e.g. marketing/promotional material, safety manuals, resumes, etc. is strongly discouraged. Proposals that are materially incomplete, do not include current Questionnaire with latest year-end safety and financial information (unless previously submitted), are directed to other locations or received after the bid deadline will not be considered.
Bidders must be properly licensed Idaho Public Works Contractors per Idaho Statues Title 54 Chapter 19 and other applicable statutes. A Contractor Controlled Insurance Program ("CCIP") for on-site operations is being provided for general liability.
