Final Notice and Public Explanation of a Proposed Activity in a Federal Flood Risk Management Standard Designated Floodplain To: All interested Agencies, Groups, and Individuals This is to give notice that Idaho Housing and Finance Association, a Responsible Entity under Part 58, has conducted an evaluation as required by Executive Order(s) 11988, as amended by Executive Order 13690, in accordance with HUD regulations at 24 CFR 55.20 in Subpart C Procedures for Making Determinations on Floodplain Management and Wetlands Protection. The activity is funded under HUD's CoC Builds Program. The proposed project is located 860 W Sherwood Street in Boise City, Ada County, Idaho and is located in the Federal Flood Risk Management Standard (FFRMS) floodplain. The extent of the FFRMS floodplain was determined using a 0.2 percent flood approach. The proposed project includes construction of two new mixed-use buildings that will include residential units, built in two phases on 1.33 acres in the Lusk District of Boise, Idaho, all of which is located in the Special Flood Hazard floodplain. The first phase will include a mixed-use building with community areas and supportive services on the ground floor and 48 newly constructed housing units on the upper floors. The second phase will include a mixed-use building with a small commercial space and parking on the first floor and 42 newly constructed housing units on the upper floors. Given that the construction of the new buildings will be of a similar size as the previously built apartment buildings developed on the project site, there is no anticipated adverse effects to the floodplain. The existing landscaping and parking will be revitalized and updated in accordance with the City's zoning code requirements. The proposed mixed-use buildings will further the City's goal of creating Permanent Supportive Housing for persons transitioning from experiencing homelessness. The City of Boise has considered the following alternatives and mitigation measures to minimize adverse impacts and to restore and preserve natural and beneficial functions and intrinsic values of the existing floodplain/wetland: The City of Boise project site selection criteria for this project are: (a) Replace unused residential housing with permanent supportive housing. (b) Increase density in ideal location: gateway corridor to downtown, near the university, adjacent to green space and transit, and creating economic opportunities for the residents. (c) Leverage city owned land and property (d) Align the area with the City's overall housing plan and to increase the amount of Permanent Supportive Housing for persons transitioning from experiencing homelessness The City of Boise considered several alternative actions: Locate the Project Within the Floodplain Locate the project on parcel R1013250885 in the Lusk District. This site meets the requirements of the City's use of utilizing owned property while not displacing any tenants given that the buildings are vacant. The project meets the City's goals of Supportive Housing Investments in the community. However, the project as originally proposed would be located within a 100-year (AE) flood zone; the existing project area was previously developed with two buildings that covered a similar amount of land, so the proposed project would not cause any damage to the floodplain or its natural functions. Constructing in the AE flood zone presents challenges in building at above the base flood elevation (BFE) and retaining stormwater runoff. Project design indicates the new structures will be elevated two feet above BFE and that all stormwaters are retained onsite with underground drainage facilities and catch basins. This design will minimize adverse impacts to public safety and public investment. Modify the project The proposed project can be modified to only include unit rehabilitation. The proposed new buildings with the increased number of residential units and supportive housing services would not be built. While this option would not include any new construction, it would limit the number of residential units to 48 instead of 90, would not provide the supportive services needed onsite to assist those exiting homelessness, and would not be meeting the goals of the City and Mayor's Supportive Housing Investment model. Locate the Project outside of the Floodplain No other sites were considered. No Action Alternative A no action alternative was considered and rejected because the current apartments and buildings are deteriorating and reaching the end of their useful life. If the units were not rehabilitated it would mean the apartment units would further deteriorate to the point of being uninhabitable, of safety concern, and would reduce available permanent supportive housing in the city. The proposed project would increase the density of the site and provide permanent supportive housing and supportive services to those transitioning from experiencing homelessness and would improve access to the services needed for that population. The City of Boise has reevaluated alternatives to building in the floodplain and has determined that it has no practicable alternative to floodplain development. Environmental files documenting compliance with Executive Order 11988, as amended by Executive Order 13690, are available for public inspection, review and copying upon request at the times and location delineated in the last paragraph of this notice for receipt of comments. There are three primary purposes for this notice. First, people who may be affected by activities in the floodplain and those who have an interest in the protection of the natural environment should be given an opportunity to express their concerns and provide information about these areas. Second, an adequate public notice program can be an important public educational tool. The dissemination of information and request for public comment about the floodplain can facilitate and enhance Federal efforts to reduce the risks and impacts associated with the occupancy and modification of these special areas. Third, as a matter of fairness, when the Federal government determines it will participate in actions taking place in a floodplain, it must inform those who may be put at greater or continued risk.
