EARLY NOTICE AND PUBLIC REVIEW OF A PROPOSED
ACTIVITY IN A FEDERAL FLOOD RISK MANAGEMENT STANDARD DESIGNATED FLOODPLAIN

This is to give notice that Idaho Housing and Finance Association , a Responsible Entity under Part 58, has determined that the following proposed action under HUD's Housing Trust Fund Program is located in the Federal Flood Risk Management Standard (FFRMS) 100 year floodplain and the City of Boise will be identifying and evaluating practicable alternatives to locating the action in the floodplain and the potential impacts on the floodplain from the proposed action, as required by Executive Order 11988, as amended by Executive Order 13690, in accordance with HUD regulations at 24 CFR 55.20 Subpart C Procedures for Making Determinations on Floodplain Management and Protection of Wetlands. The proposed project is located at 860 W Sherwood St. in Boise City, Ada County, Idaho.
The extent of the FFRMS floodplain was determined using a 0.2 percent flood approach. The two proposed buildings are located within the AE Zone (area of special flood hazard with water surface elevations determined) as indicated on Flood Insurance Rate Map (FIRM) Panel 16001C0277J, effective 6/19/2020.
The proposed project includes demolishing an existing structure to all for the construction of two new mixed-use buildings that will include residential units, built in two phases on 1.33 acres in the Lusk District of Boise, Idaho, all of which is located in the Special Flood Hazard floodplain. The first phase will include a mixed-use building with community areas and supportive services on the ground floor and 48 newly constructed housing units on the upper floors. The second phase will include a mixed-use building with a small commercial space and parking on the first floor and 42 newly constructed housing units on the upper floors. Given that the construction of the new buildings will be of a similar size as the previously built apartment buildings developed on the project site, there is no anticipated adverse effects to the floodplain. The existing landscaping and parking will be revitalized and updated in accordance with the City's zoning code requirements. The proposed mixed-use buildings will further the City's goal of creating Permanent Supportive Housing for persons transitioning from experiencing homelessness.
The project site is situated with Island Avenue to the north, Sherwood Street to the south and Lusk Street to the west. The project site currently consists of residential housing (apartments), parking stalls, and a courtyard between the two buildings. Locating the project on Sherwood Street will have minimum impacts to the floodplain because the structures will be elevated a minimum of two feet above the base flood elevation (BFE) and all stormwater is captured onsite. The design minimizes potential damage to the property should the area experience a flood event. The area has never experienced a flood event documented in local records. This property was originally built in 1971 and at that time the parcel was not located in the 100-year floodplain. In 2023, the property was sold to the City of Boise. The City of Boise is a member of the National Flood Insurance Program and, therefore, any structure owned by the city that is in the flood zone must be covered by flood insurance. Upon completion the buildings will be owned by NWRECC who carries flood insurance for their properties. The land will continue to be owned by the City of Boise and leased to NWRECC.
There are three primary purposes for this notice. First, people who may be affected by activities in the floodplain and have an interest in the protection of the natural environment should be given an opportunity to express their concerns and provide information about these areas. Commenters are encouraged to offer alternative sites outside of the floodplain and alternative methods to serve the same project purpose, and methods to minimize and mitigate impacts. Second, an adequate public notice program can be an important public educational tool. The dissemination of information and request for public comment about floodplains can facilitate and enhance Federal efforts to reduce the risks and impacts associated with the occupancy and modification of these special areas. Third, as a matter of fairness, when the Federal government determines it will participate in actions taking place in floodplains it must inform those who may be put at greater or continued risk.
