Notice of Liquidation
Casualty Underwriters Insurance Company
Please take notice that the Third Judicial District Court of Salt Lake County, State of Utah, in Civil No. 250907606 (the "Liquidation Court"), has issued an order for the liquidation of Casualty Underwriters Insurance Company ("CUIC"), a Utah insurance company. The Liquidation Order and Restraining Orders and the Order Declaring Insolvency and Amending Liquidation Order (collectively the "Liquidation Order") were issued on September 19, 2025, and October 17, 2025, respectively.
All actions and all proceedings against CUIC, in Utah and elsewhere, including claims against its insureds, for all matters for which CUIC is or may be liable under a policy of insurance or obligated to defend a party, are stayed pursuant to Section 31-A-27a-108 subject to the limitations of Section 31A-27a-108(4)(b) of the Utah Code. No action at law or in equity may be brought against CUIC, its Liquidator, or its assets, whether in Utah or elsewhere, nor shall any existing actions outside the Liquidation Court be maintained or further prosecuted against CUIC and any and all such actions are stayed.
No suit, action, proceeding, or claim at law or in equity of any kind shall be brought, maintained, or further prosecuted or presented on behalf of or in the name of CUIC or its Liquidator without the proper authorization of the Liquidator.
All secured creditors or parties, pledgees, lien holders, collateral holders or other persons claiming a secured, priority, or preferred interest in any property or assets of CUIC, are hereby enjoined from taking any steps whatsoever to transfer, sell, encumber, attach, dispose of or exercise purported rights in or against any property or assets of CUIC without the prior approval of the Liquidator.
All persons and entities are enjoined, subject to Utah Code § 31A-27a-108, including but not limited to, CUIC's directors, officers, trustees, manager, agents, subagents, employees, affiliates, policyholders, attorneys, and any person participating with them or acting in concert with them, other than as directed by the Liquidator, from:
a. The commencement or continuation of a judicial, administrative, an arbitration proceeding, or other action or proceeding against CUIC that was or could have been commenced before the liquidation proceeding, or to recover a claim against CUIC that arises before the commencement of the liquidation proceeding;
b. The enforcement against CUIC or against property of CUIC of a judgment obtained before liquidation;
c. An act to transfer, waste, dissipate, obtain or retain any bank accounts, property, asset or records of CUIC or an act that interferes with the Liquidator's possession, custody or control of same;
d. An act to maintain, create, perfect, or enforce a lien, preference, judgment, attachment or garnishment against property of CUIC or to obtain possession or repossession of such property;
e. An act to collect, assess or recover a claim against CUIC that arises before the commencement of liquidation;
f. The commencement or continuation of an action or proceeding against a reinsurer of CUIC by the holder of a claim against CUIC and seeking a reinsurance recovery that is contractually due CUIC;
g. The commencement or continuation of an action or proceeding to terminate or revoke an insurance license;
h. An action, described in Utah Code § 31A-27a-108(3)(h)(ii), with respect to any contract, whether or not CUIC is a party, if the sole basis for the action is that CUIC is the subject of liquidation or that CUIC's insurance license is suspended or revoked as a result of the liquidation; and
i. An action that might lessen the value of CUIC's assets or prejudice its rights in the administration of the liquidation proceeding.
Policy Cancellation
All of CUIC's insurance policies will continue in force as a claim against CUIC's estate until the earlier of: (1) 30 days from the day on which the Liquidation Order is entered (entered on September 19, 2025); (2) the day on which the policy coverage expires; (3) the date the insured replaces insurance coverage or terminates the insurance policy; or (4) some other date ordered by the Liquidation Court as proposed by the Liquidator.
Information as to State Insurance Guaranty Associations and Coverage
Each state in which CUIC was licensed to do business has created a property and casualty guaranty association to provide protection for policyholders and beneficiaries of insolvent insurance companies, like CUIC subject to certain statutory limitations. To the extent your policy is covered by a state insurance guaranty association, you may have coverage. Coverage provided by the state insurance guaranty associations will be subject to certain statutory caps and limitations applicable to each state insurance guaranty association.
CLAIMS PROCEDURE AND BAR DATE
If you are a CUIC policyholder and have a claim for return of premium or a claim arising under a CUIC insurance policy that occurred prior to October 20, 2025, please contact the Liquidator's Claims Department.

When the Liquidator transfers those claims to the state insurance guaranty association of the state where your policy was written, the state insurance guaranty association will contact you after it receives the claims. There will be a delay in adjusting and paying claims while the claims are being transferred. Instructions for each state in which a transfer will occur will be posted on the liquidator's website at www.utreceivers.com
If you believe you have any claim against CUIC other than a claim under a CUIC insurance policy, or a claim under a policy that a state insurance guaranty association does not cover, and you wish to pursue that claim, you must file a Proof of Claim with the Liquidator by the Bar Date of October 20, 2026 at 5:00 P.M. MDT, for your claim to be considered in one of the priority classes set forth in Section 31A-27a-701 of the Utah Code. The Proof of Claim, along with instructions for submitting the Proof of Claim, is posted on the website www.utreceivers.com If you do not have internet access, please call the number below to request a paper copy of the Proof of Claim.
THE LAST DAY FOR FILING A PROOF OF CLAIM IS OCTOBER 20, 2026, AT 5:00 P.M. MDT. Claims submitted after 5:00 p.m. MDT on October 20, 2026, may receive a reduced distribution or no distribution.
If you want to be placed on the notice list for proceedings in the Liquidation Court, which will be provided by email, please send the request to the Special Deputy Liquidator at the address below. Your request must include your full name, mailing address, and email address or your request may not be accepted.
