Request for Proposal (RFP) - Valnova Grade Separated Interchange
Spring Valley Community Infrastructure District (Owner) is requesting Bids for the construction of the follwing Project:
Valnova Grade Separated Interchange
Bids for the construction of the Project will be received at the Valnova Office located at 12639 W Explorer Dr. Suite 175 Boise, ID until December 23, 2025 at 3:00pm local time. At that time the Bids received will be opened and read.
The project will generally consist of the following:
Widening approximately 2,800 linear feet of SH-16
Construction of approximately 2,000 linear feet of new connector road with round-a-bout
Construction of 117 ft bridge overpass with pre-stressed concrete girders, driven steel pile foundation, and two-stage MSE retaining walls
Bids are requested for the follwoing Contract:
Valnova Grade Separated Interchange
The roadway construction project has an expected duration of 360 calendar days. Construction Beginning on February 2, 2026 to January 28, 2027.
Prequalification of bridge subcontractors will be required. A list of approved subcontractors is incuded in the bid documents.

Bidding Documents may be downloaded from the designated website. Prospective Bidders are urged to register with the designated website as a plan holder, even if Bidding Documents are obtained from a plan room or source other than the designated website in either electronic or paper format. The designated website will be updated periodically with addenda, lists of registered plan holders, reports, and other information relevant to submitting a Bid for the Project. All official notifications, addenda, and other Bidding Documents will be offered only through the designated website. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than the designated website.

Prospective Bidders may obtain or examine the Bidding Documents at the Issuing Office on Monday through Friday by appointment only and may obtain copies of the Bidding Documents from the Issuing Office as described below. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including addenda, if any, obtained from sources other than the Issuing Office.
Bidding Documents may be purchased from the Issuing Office during the hours indicated above. Cost does not include shipping charges. Upon Issuing Office's receipt of payment, printed Bidding Documents or electronic documents on compact disk will be sent via the prospective Bidder's delivery service. The shipping charge amount will depend on the shipping method chosen. Bidding Documents are available for purchase in the following formats:

Pre-bid Conference
A pre-bid conference for the Project will be held on December 17, 2025 at 2:00pm via Virtual Meeting and In person at 12639 W Explorer Dr. Suite 175 Boise, ID 83713. Attendance at the pre-bid conference is encouraged but not required.

Instructions to Bidders
For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents.
Bids must be accompanied by Bid Security in the form of a bid bond, certified check, cashier's check or cash in the amount of 5% of the amount of the bid proposal. Said bid security shall be forfeited to Spring Valley Community Infrastructure District as liquidated damages should the successful bidder fail to enter into contract in accordance with their proposal as specified in the Instructions to Bidders.
Spring Valley Community Infrastructure District reserves the right to reject any or all proposals, waive any nonmaterial irregularities in the bids received, and to accept the proposal deemed most advantageous to the best interest of Spring Valley Community Infrastructure District.
