PROPOSED CHANGES Idaho Medicaid intends to submit a renewal for Idaho’s Children’s Developmental Disabilities Home and Community-Based Services (HCBS) 1915(i) SPA. The following are the notable proposed changes: • The Department intents to discontinue the Service Animal benefit. In the SPA renewal attachments, the Department has included a draft transition plan. This transition plan is available for public review as well. • The Department has removed or revised many Quality Improvement Strategy performance measures. This is to simplify these processes for providers and the Department. • The Department has updated the application to reflect the recent administrative operational transition from the Division of Family and Children Services to the State Medicaid Agency. • The Department has updated relevant regulatory citations and material throughout the application to reflect current legislative updates to Idaho’s administrative code and Idaho statute. Other updates are minor in nature and have been used to simplify language, provide clarification, and make technical edits. The Department intends to submit the renewal to CMS with a requested effective date of July 1, 2026. ESTIMATE OF EXPECTED CHANGE IN ANNUAL AGGREGATE EXPENDITURES There is no expected increase or decrease in annual aggregate expenditures.
