ADVERTISEMENT FOR BIDS

Notice is hereby given that the City of Moss Point, Mississippi, will receive sealed at the City Clerk's Office, City Hall, located at 4320 McInnis Ave., Moss Point, Mississippi, 39563, until 2:00 p.m., Local Time, on Thursday, October 8th 2026, for the following:
Moss Point Interstate 10 Corridor Improvements
Federal Aid Project No. STBG-0330-00(00(033) LPA / 109717-801000
The work shall consist essentially of the following items:
Construction of approximately 1.00 mile of roadways and roadway improvements. Other work items include but are not limited to drainage, curb and gutter, striping, and utility upgrades and installation. All other related items of work required to complete the project as shown and specified in the Contract Documents.
The above general outline of features of the work does not in any way limit the responsibility of the contractor to perform all work and furnish all plant, labor, equipment, and materials required by the specifications and the drawings referred to therein.
The attention of bidders is directed to the Contract Provisions governing selection and employment of labor. Minimum wage rates for Federal-Aid projects have been predetermined by the Secretary of Labor and are subject to Public Law 87-581 Work Hours Act of 1962, as set forth in the Contract Provisions.
A pre-bid conference for this project is scheduled for 10:00 a.m., Local Time, September 23rd, 2026, in the City Hall Meeting Room, 4320 McInnis Ave. Moss Point, Mississippi. Attendance at the pre-bid conference is highly encouraged but is not mandatory.
The City of Moss Point hereby notifies all Bidders that it will affirmatively insure that in any contract entered into pursuant to this advertisement, disadvantaged and women's business enterprises will be afforded the full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.
Minority and women's business enterprises are solicited to bid on this contract as prime contractors and are encouraged to make inquiries regarding potential subcontracting opportunities and equipment, material, and/or supply needs.
All bidders must make positive efforts to use small and minority owned business and women business enterprises.
Copies of the plans, specifications and proposal documents are on file with the City of Moss Point, which is located at 4320 McInnis Ave., Moss Point, Mississippi, (228) 435-6269. Plans and specifications may be examined without charge during regular business hours (8:00 a.m. - 4:00 p.m., Monday - Friday) and may be obtained electronically from www.cityofmosspointbids.com. A valid e-mail address is required for registration to the website. In order to be placed on the plan holder's list to receive addenda, all interested parties will need to purchase bid documents from www.cityofmosspointbids.com and purchases are non-refundable. Any contract awarded under this Invitation for Bids may be paid for in whole or in part with grant funding from the United States Department of the Treasury ("Treasury") and the Mississippi Department of Environmental Quality ("MDEQ") under the Resources and Ecosystems Sustainability, Tourist Opportunities, and Revived Economies of the Gulf Coast States Act of 2012 (RESTORE Act). Any contract resulting from this solicitation will be subject to the terms and conditions of the funding award, the RESTORE Act Financial Assistance Standard Terms and Conditions and Program-Specific Terms and Conditions, the Standard Sub-Award Terms and Conditions, the RESTORE Act, 33 U. S. C. 1321(t), Treasury Regulations 31 C. F. R. § 34 et seq., including 31 C. F. R. §§ 34, Subpart D, all applicable terms and conditions in 2 C. F. R. Part 200 (including Appendix II to Part 200), and all other OMB circulars, executive orders or other federal laws or regulations, as applicable. Notwithstanding the above, neither MDEQ nor Treasury, or any of their agents, representatives, or employees, is or will be a party to this Invitation for Bids or any resulting contract. Further, any contractor awarded a contract under this Invitation for Bids shall not be deemed to be an agent, representative, employee, or servant of MDEQ or Treasury.
Each bid shall be accompanied by a Cashier's check, Certified Check on a solvent bank or a Bidder's Bond issued by a Surety Company licensed to operate in the State of Mississippi, in the amount of five percent (5%) of the total bid price, payable to the City of Moss Point as bid security. Bidders shall also submit a current financial statement, if requested by the City. The successful bidder will be required to furnish a Performance Bond and a Payment bond each in the amount of one hundred percent (100%) of the contract amount.
BIDS SHALL BE DELIVERED TO THE CITY CLERK'S OFFICE, CITY HALL BUILDING, 4320 MCINNIS AVE., MOSS POINT, MISSISSIPPI, 39530.
The proposal and contract documents in its entirety shall be submitted in a sealed envelope marked plainly, Moss Point Interstate 10 Corridor Improvements Federal Aid Project No. STBG-0330-00(033) LPA / 109717-801000 and addressed to the City of Moss Point, City Clerk's Office, 4320 McInnis Ave., Moss Point, Mississippi, 39563. No stripped bids will be accepted.
Bidders have the option of submitting their bids sealed in an envelope or through the City's electronic bid submission link at www.cityofmosspointbids.com. If bids are submitted electronically, the same requirements for submitting sealed bids shall apply. Electronically submitted bids shall include a document with the first page stating the same language required on the face of the sealed envelope.
Work to be performed shall be in accordance with the "Mississippi State Highway Standard Specifications for Road and Bridge Construction, 2017", together with all amendments and/or special provisions and/or addenda to the standards duly approved and adopted, unless otherwise noted in these specifications.
The attention of Bidders is directed to the provisions of Subsection 102.07 pertaining to irregular proposals and rejection of bids.
All questions shall be in writing and directed via email to richie.ashley@neel-schaffer.com. The question period will end seven (7) calendar days prior to the bid opening date.
