NOTICE OF INVITATION FOR BID Notice is hereby given that the City of Gautier, Mississippi, will receive sealed bids at City Hall, City of Gautier, 3330 Highway 90, Gautier, Mississippi 39553 until 10:00 A.M. on August 27th, 2026, and bids will be opened at 11:00 A.M on August 27th, 2026, at City Hall, for the following: CITY OF GAUTIERHICKORY HILLS / MARTIN BLUFF SEWER IMPROVEMENTS These bids are invited to upsize the existing gravity sewer on Martin Bluff Road, install a new sewer force main trunk line on Ferry Point Road, install residential grinder pumps and service laterals at four (4) residences on Ferry Point Road, and decommission the existing septic tanks serving those residences, all in Gautier, Mississippi. A Pre-Bid Meeting will be held at 10:00 a.m. on August 13th, 2026, at the office of Seymour Engineering, 925 Tommy Munro Drive, Suite G, Biloxi, Mississippi. Pre-Bid Meeting is NOT mandatory but suggested that all prospective bidders attend this meeting. All bids must be accompanied by a certified check or bank draft payable to the order of The City of Gautier, Mississippi, negotiable U.S. Government bonds (at par value), or a satisfactory Bid Bond executed by the Bidder and an acceptable surety, in an amount equal to five percent (5%) of the total bid. All bids submitted in excess of $50,000.00 by a prime or subcontractor to do any erection, building, construction, repair, maintenance or related work must comply with Section 31 3-21, Mississippi Code of 1972, by having a current Certificate of Responsibility from the Mississippi State Board of Public Contractors. The Contractor's classification shall include the ability to perform Municipal and Public Works projects. Bid documents are being made available via paper copy or digital copy. All prospective Bidders and Plan Holders are required to register for an account and log in at www.SeymourEngPlans.com. At this site, plans can be viewed at no charge or physically purchased. All prospective Bidders and Plan Holders must have a valid email address for registration. Purchased bid documents are non-refundable and must be purchased through the website. A view-only copy of the plans, specifications, and proposal documents is also available at the office of Seymour Engineering, 925 Tommy Munro Drive, Suite G, Biloxi, Mississippi. The Seymour Engineering Project Manager is Hunter Sonier, E.I., who can be contacted at the listed address or at hsonier@seymoureng.com regarding the project. Plans and Contract Documents may be examined online or at the office of Seymour Engineering during regular business hours (8:00 a.m. – 5:00 p.m., Monday – Friday). Bids may be submitted via sealed envelope or electronically at www.SeymourEngPlans.com until the time specified, after which bids will be publicly opened and read aloud at 11:00 A.M. in the Council Chambers at Gautier City Hall, 3330 Highway 90, Gautier, MS 39553. Bids received after the specified time will be returned unopened. Sealed-envelope bids must be addressed to Leoqueita Reddix, Purchasing Agent, City of Gautier, City Hall, 3330 Highway 90, Gautier, Mississippi 39553, and designated as Bid for: CITY OF GAUTIERHICKORY HILLS / MARTIN BLUFF SEWER IMPROVEMENTS The current Certificate of Responsibility Number shall be indicated on the exterior of the sealed bid envelope in order for the envelope to be opened. All bids submitted for $50,000 or less shall be so marked on the exterior of the sealed bid envelope. The City of Gautier reserves the right to reject any and all bids received and to award said bid in the best interest of the City. Bids may be held for a period not to exceed ninety (90) days from the date of the opening of bids for the purpose of reviewing the bids and investigating the qualifications of Bidders prior to award of the Contract. South MS Contract Procurement Center 1636 Popps Ferry Road, Suite 203 Biloxi, MS 39532 Phone (228) 396-1288 Any contract awarded under this Invitation for Bids may be paid for in whole or in part with grant funding from the United States Department of the Treasury ("Treasury") and the Mississippi Department of Environmental Quality ("MDEQ") under the Resources and Ecosystems Sustainability, Tourist Opportunities, and Revived Economies of the Gulf Coast States Act of 2012 (RESTORE Act). Any contract resulting from this solicitation will be subject to the terms and conditions of the funding award, the RESTORE Act Financial Assistance Standard Terms and Conditions and Program-Specific Terms and Conditions, the Standard Sub-Award Terms and Conditions, the RETORE Act, 33 U. S. C. 1321(t), Treasury Regulations 31 C. F. R. § 34 et seq., including 31 C. F. R. §§ 34, Subpart D, all applicable terms and conditions in 2 C. F. R. Part 200 (including Appendix II to Part 200), and all other OMB circulars, executive orders or other federal laws or regulations, as applicable. Notwithstanding the above, neither MDEQ nor Treasury, or any of their agents, representatives, or employees, is or will be a party to this Invitation for Bids or any resulting contract. Further, any contractor awarded a contract under this Invitation for Bids shall not be deemed to be an agent, representative, employee or servant of MDEQ or Treasury. Minority and women's business enterprises are solicited to bid on this contract as prime contractors and are encouraged to make inquiries regarding potential subcontracting opportunities and equipment, material and/or supply needs. All bidders must make positive efforts to use small and minority owned business and women business enterprises. Contractor agrees to comply with all applicable provisions of Section 70914 of the Infrastructure Investment and Jobs Act (Pub. L. 117-58), also known as the Build America, Buy America Act.
