Proposed One-Year PY2026 Action Plan for Community Development Block Grant (CDBG) and
HOME Investment Partnership (HOME) Funds
Combined Notice of Public Hearing and 30-day Written Comment Period
The Gulfport-Harrison County Consortium, which includes the City of Gulfport and Harrison County (HOME funds only), as required by HUD and in accordance with the Citizen Participation Plan, will conduct a public hearing on Tuesday, July 21 at 5:00 PM, to seek community feedback on the proposed use of Program Year 2026 (10/1/2026-9/30/2027) funds for the Annual Action Plan. The Draft PY2026 Action Plan will be available for review and comment during a 30-day written comment period, beginning Monday, July 13, and ending at 4:00 PM on Tuesday, August 11.
Notice of Public Hearing The purpose of this hearing is to collect community feedback regarding housing, infrastructure, and public service needs of area res- idents and to prioritize those needs during the preparation of the Consortium 2026 Action Plan with established strategies. The public hearing on use of HUD funds and give your feedback is:

The City of Gulfport and Consortium are committed to providing meaningful access. To request translation, interpretation, modifica- tions, accommodations, or other auxiliary aids or services, call Community Development at (228) 868-5862 or email communitydevel- opment@gulfport-ms.gov to indicate the need for these services on at least (3) three weekdays prior to the hearing so reasonable accommodations can be made.
Draft 2026 Action Plan The 2026 Annual Action Plan is the fifth of five Action Plans in the five-year, 2022-2026 Consolidated Plan. The process serves as the framework for a community-wide dialogue to align and prioritize funding from the federal Department of Housing and Urban Development (HUD)’s formula grant programs; Community Development Block Grant (CDBG), Community Development Block Grant Coronavirus (CDBG-CV), HOME Investment Partnerships (HOME), and HOME Investment Partnerships American Rescue Plan (HOME-ARP), to meet identified housing and community development needs in the Consolidated Plan. The amounts below reflect the actual grant amounts for both CDBG and HOME.
The draft PY2026 Annual Action Plan will be available for review and comment for a 30-day period, beginning Monday, July 13, and ending at 4:00 PM on Tuesday, August 11.

In addition to being available electronically on the City’s website (https://www.gulfport-ms.gov/residents/community_development_. php), a print copy of the draft Action Plan will be available during regular business hours at the following locations:

Oral and written comments will be received at the hearing and written comments also will be received via the following methods:

To be considered and incorporated into the Action Plan, written comments must be received by the City on Tuesday, August 11, 2026, by 4:00 PM.
Please note the following: • Comments from previous action plans, reports, etc. will not be accepted; • Batches of photocopied/ duplicated comments that are not unique and/or documents that are
irrelevant to the 2026 Plan will not be accepted; • If there are comments that are agreed upon by a group of individuals, please submit the com-
ment(s) pages with an attached petition style list of printed names, addresses and signatures to show collective support for comment(s). This will allow staff to submit relevant comments received within the file size limits to HUD.
• The draft allocation shown above and at the public hearing may differ than the final submission to HUD as changes may result from the citizen participation process of community feedback received, considered and incorporated.
