View original fileORDER OF THE BOARD OF SUPERVISORS OF JACKSON COUNTY, MISSISSIPPI ADOPTING
CERTAIN STANDARD HOUSING AND CONSTRUCTION CODES
WHEREAS, the Jackson County Planning Department has recommended to the Jackson County Board of Supervisors that the Board adopt certain codes regulating construction and housing standards in Jackson County, Mississippi and said recommendation is attached hereto; and WHEREAS, the Board of Supervisors finds the recommendation of the Jackson County Planning Department is well-taken and determines that said Codes, along with the attached Code and amendment sheet, should be adopted by the Board and the provisions thereof apply to all unincorporated areas of Jackson County, Mississippi to regulate construction and housing standards; NOW, THEREFORE, BE IT HEREBY ORDERED by the Board of Supervisors of Jackson County, Mississippi that the following latest editions of the following Codes, including all amended sections listed herein, are hereby adopted by reference:
International Residential Code (IRC) without Appendices 2024 Edition International Building Code (IBC) without Appendices 2024 Edition International Energy Conservation Code 2018 Edition International Existing Building Code without Appendices 2024 Edition National Electric Code without Appendices 2023 Edition International Fire Code without Appendices 2024 Edition International Fuel Gas Code 2024 Edition International Mechanical Code 2024 Edition International Plumbing Code 2024 Edition International Property Maintenance Code 2024 Edition International Swimming Pool & Spa Code 2024 Edition
BE IT FURTHER ORDERED that a full and complete copy of the foregoing adopted standard codes shall be certified to by the President and Clerk of the Board of Supervisors and shall be filed and maintained as permanent records in the Office of the Clerk and in the Office of the Planning Department, and shall be made available to the public; and BE IT FURTHER ORDERED that this Order as it pertains to the International Building Code without Appendices and the International Residential Code without Appendices (omitting sections 3.09 and 319.5.1) shall be effective and in full force and effect as provided by Miss. Code Ann. Section 17-2-1; and BE IT FURTHER ORDERED that this Order as it pertains to the adopted codes, accepting the International Building Code and the International Residential Code, shall be effective and in full force and effect sixty (60) days after the date of this adoption as set forth in Miss. Code Ann. Section 19-5-9, and that this Order be published in accordance with the law. The motion to approve the foregoing Order was made by Supervisor Bosarge, seconded by Supervisor Cumbest and the following vote was recorded:

2024 International Residential Code, exclusive of appendices, with the following sections amended as noted:
Fire sprinklers: Delete sections requiring fire sprinklers in buildings that comply with section 302. If fire sprinklers are installed, they shall comply with section 2904 or NFPA 13D.
R302.5.1 Garage opening protection: Solid doors not less than 1 %” thick shall be allowed glazing in the top half of the door. Self-closing and self-latching devices shall not be required.
3.09 Fire sprinklers: Delete section.
310.3 #2 Smoke alarms located outside sleeping rooms: With approval of the building official, smoke alarms need not be installed in areas immediately adjacent to kitchens.
319.5.1 Window Opening Control Device: Delete section.
R322 Flood-Resistant Construction: Where local flood-resistant construction ordinances have been adopted, local ordinances shall apply in lieu of this section.
R506.3.4 Reinforcement support: Change to read as follows; Reinforcement shall be provided for slab floors on ground. The reinforcement shall be either welded wire fabric or reinforcing fibers as recognized by the concrete industry. Welded wire fabric shall be supported by approved supports.
Chapter 11 Energy Efficiency: Replace with Chapter 11 from the 2018 IRC.
3902.2 GFCl outlets in garages: Receptacle outlets located on the ceiling used for garage door openers need not be GFCl.
2024 International Building Code, exclusive of appendices, with the following sections amended as noted:
406.3.2.1 Garage/Dwelling unit separation: Solid doors not less than 1 V* inches in thickness are allowed to contain glass in the top half of the door. Doors are not required to be self-closing and self-latching.
420.4 Automatic Sprinkler System in Group R Units: See amendments to chapter 9 for fire sprinkler requirements for Group R.
903.2.1.6 Fire sprinkler required for assembly occupancies on roofs: Change occupant
903.2.8 Fire Sprinklers in Group R: Add the following exceptions: 1. Fire sprinklers are not required in R-2 apartment buildings containing 4 or fewer units and 2 stories or less in height if a 1-hour fire partition in accordance with section 708 is provided between all dwelling units. 2. Fire sprinklers are not required in R-3 one and two -family dwellings. 903.2.9.4 Fire sprinkler required for Group S-1 used for storage of upholstered furniture or mattresses: Change to: used primarilv for the storage of upholstered furniture or mattresses and change 2,500 SF to 5,000 SF. feet.
2018 International Energy Conservation Code
2024 International Existing Building Code, exclusive of appendices, with the following sections amended as follows:
General: Flood Hazard Areas: Where local flood-resistant construction ordinances have been adopted, local ordinances shall apply in lieu of this section.
306.5 Accessibility for Change of Occupancy: Change to, “Where an existing building or space undergoes a change of occupancy, the building or space shall comply with chapter 11 of the International Building Code.
506.1 Compliance for change of occupancy: Change first sentence to, “A change of occupancy shall not be made in any building or space unless that building or space is made to comply with the requirements of tlie International Building Code for the occupancy classification identified in IBC Chapter 3.”
1001.2.2 Change of Occupancy Classification: Change to, “Where an existing building or space undergoes a change of occupancy, the building or space shall comply with the International Building Code.” Also, see amendment to section 506.1.
1002.2.2.1 Partial Change of Occupancy: Delete section.
2023 National Electrical Code, exclusive of appendices, with the following sections amended as follows:
