LEGAL NOTICE
Notice is hereby given that the Executive Director of the Harrison County Utility Authority will receive electronic bids until 10:00 a.m. (CDT), on Thursday, June 25, 2026, for the following:
NORTH GULFPORT WASTEWATER TREATMENT FACILITY
DEBRIS AND GRIT REMOVAL FROM AERATION BASIN
HARRISON COUNTY UTILITY AUTHORITY
Bids will be publicly read immediately following the submittal deadline in the board room at 10271 Express Drive, Gulfport, MS. It is strongly encouraged that any interested parties attend the pre-bid meeting being held at 10271 Express Drive, Gulfport, MS, at 10:00 a.m., Thursday, June 11, 2026. There will be a site visit afterwards for all who would like to attend.
Interested contractors shall electronically register with HCUA's electronic bidding service provider to obtain bidding documents. Only registered contractors (plan holders list) shall be permitted to participate in the bidding process.
The bid documents may be examined, but not obtained, at the Harrison County Utility Authority office at 10271 Express Drive, Gulfport, Mississippi 39503. The official bid documents may be downloaded from www.hcua-msbids.com or www.phbidding.com. Bidder will be liable for any and all costs related to downloading electronic files, ordering hard copies, or costs otherwise related to obtaining documents and / or submitting bids. A certified check or bank draft payable to the order of Harrison County Utility Authority, negotiable U. S. Government bonds (at par value), or a satisfactory Bid Bond executed by the Bidder and an acceptable surety, in an amount equal to five percent (5%) of the total bid for Harrison County Utility Authority "North Gulfport Wastewater Treatment Facility Debris and Grit Removal", shall be submitted with each bid.
For bids exceeding $50,000, Bidder must indicate his Certificate of Responsibility Number on outside of sealed proposal as required by Mississippi Law. For bids not exceeding $50,000, Bidder must either indicate his Certificate Number, or else write clearly "Bid does not exceed $50,000."
All Contractor's must comply with all Federal, State, and City laws and regulations. All bids shall comply with specification and bid documents provided or be considered non-responsive. The HCUA reserves the right to reject any or all proposals or to waive any informalities in the bid process. The HCUA reserves the right to amend the requirements and documents as may be necessary and agrees to notify all registered contractors. Only bids from electronically registered plan holders will be considered.
Bids may be held by the Harrison County Utility Authority, for a period not to exceed ninety (90) days from the date of the opening of bids for the purpose of reviewing the bids and investigating the qualifications of Bidders, prior to awarding of the Contract.
