CITY OF BILOXI COMBINED NOTICE OF PUBLIC HEARINGS REGARDING DEVELOPMENT OF THE 2026 ACTION PLAN FOR THE COMMUNITY DEVELOPMENT BLOCK GRANT ENTITLEMENT PROGRAM Notice is given that the City of Biloxi has initiated planning and developing of its Community Development Block Grant (CDBG) Entitlement Program 2026 Action Plan, funded through the U.S. Department of Housing and Urban Development (HUD). For Program Year 2026 (PY2026), HUD has announced a CDBG Entitlement Grant allocation of $424,801. The City anticipates that Program Income in the amount of approximately $183,050 will be generated during PY2026 to support eligible projects. The PY2026 Action Plan will identify activities to be carried out with the support of CDBG funds during the period October 1, 2026 through September 30, 2027. Two public hearings are scheduled to give Biloxi citizens and other interested stakeholders opportunity to: • Present oral or written input about City housing, non-housing community development and supportive public service needs; and • Participate in developing and implementing the Biloxi CDBG PY2026 Action Plan. All citizens, particularly those of low, very low and extremely low income, minorities, residents of public housing and those with disabilities, are encouraged to provide input through oral and written comments at one or both of the two public hearings scheduled as follows: 5:00 p.m., Wednesday, May 20, 2026 and 5:00 p.m., Tuesday, June 23, 2026 Biloxi Community Development Auditorium, located at 676 Dr. Martin Luther King, Jr. Boulevard in downtown Biloxi Development of the PY2026 Action Plan is a coordinated and cooperative effort of the City of Biloxi, other local governments, the Biloxi Housing Authority, social service agencies, private groups, non-profit organizations, and other interested residents. Reasonable accommodations for persons with disabilities and non-English speaking persons will be provided upon request by contacting the Biloxi Federal Programs Office by email at psnyder@biloxi.ms.us or by telephone at 228-435- 6269, at least three (3) business days prior to each hearing.
