ADVERTISEMENT FOR CONSTRUCTION BIDS
3rd Floor New Cath Lab Renovation and the 1st Floor PETCT RM RA157 Renovation
Memorial Hospital Biloxi
Memorial Hospital Biloxi will receive Sealed Bids, until Thursday, June 4, 2026 at 2:00 PM for the furnishing of all labor and material and performing all necessary work to construct the 3rd Floor New Cath Lab Renovation and the 1st Floor PETCT RM RA157 Renovation at Memorial Hospital Biloxi, in accordance with Drawings and Project Manual; after which time they will be opened and read aloud in the Nancy Harville Room, right off the main dining room, on the First Floor of Memorial Hospital Biloxi. Qualification Statements will only be required from the low bidder within 48 hours after bid opening if requested by Owner.
This project will be completed as a Multiple Prime Contract Construction Manager Advisor (CMa) delivery method for all work required by the Contract Documents in accordance with the Instructions to Bidders contained within the Official Bid Documents. Bids will be received on four prime contract bid packages as follows with bidders responsible for the associated bid package contract scope of work.

PROJECT SCOPE: Generally, the project consists of the interior renovation and adaptive reuse of existing hospital space at Memorial Hospital Biloxi to construct a new PET/CT imaging suite with control room, equipment room, patient uptake rooms and hot lab supporting spaces on the first floor and two new Class 3 Cardiac Catheterization Laboratories with associated control rooms, equipment rooms and support space on the third floor. Work includes selective demolition, new partitions, doors, finishes, and specialized construction required for advanced medical imaging environments, including radiation shielding systems, structural support for imaging equipment, and installation of healthcare-grade architectural components. The project incorporates Owner-furnished imaging systems, including a Canon Cartesion Prime PET/CT system and Canon Alphenix Sky angiography systems, requiring coordination of structural anchorage, utility connections, and equipment clearances. Comprehensive mechanical, electrical, plumbing, medical gas, fire protection, and low-voltage systems modifications are included to support imaging equipment, maintain required environmental conditions, and ensure compliance with applicable healthcare codes and standards. The mechanical scope includes removal and replacement of the existing air handler unit #7 on the third floor and installation of a temporary air handler during same to ensure continuous operation of hospital HVAC for the duration of the project.
The Project Scope of Work will be performed within an active, occupied healthcare facility. Strict adherence to Infection Control Risk Assessment (ICRA) protocols is required, including implementation of temporary partitions, negative air pressure systems, dust control, noise abatement, and careful coordination of construction activities to minimize disruption to ongoing hospital operations. The Contractor shall demonstrate experience in healthcare construction within the past five (5) years and the ability to perform work in restricted clinical environments. All work shall be complete with all labor, materials, equipment, supervision, and coordination as indicated in the Contract Documents. Contract Time, liquidated damages, and bonding requirements shall be as defined in the Bid Documents.
A Performance and Payment Bond is required of the successful bidder to ensure specific performance in accordance with the contract time and liquidated damages as stated on the Bid Form for each bid package.

At the Bidder's option, in lieu of submitting a physical sealed Bid, electronic bids may be submitted at www.eleyguildhardyprojects.com. Electronic submittal of Bids is not required.
All bids must be on file with Memorial Hospital Biloxi prior to the opening time as stated above. All bids must be sealed and clearly marked on the outside of the envelope as indicated "3rd Floor New Cath Lab Renovation and the 1st Floor PETCT RM RA157 Renovation" BID Package # X {List all bid packages included}, to be opened on {Contractor to insert bid date here}, and addressed to Memorial Hospital Biloxi, Attention Darrin Ivey, Director of Facilities, 150 Reynoir St, Biloxi, MS 39530.
For bids exceeding $50,000.00, Bidder must indicate his Certificate of Responsibility Number on the outside of sealed bid or on electronic as required by Mississippi Law, or the Bidder must include a statement on the outside of the sealed envelope indicating that the bid does not exceed $50,000. Any proposal lacking this number or statement will not be opened.
In addition to the above, the sealed envelope shall list the Company Name and Address. Envelopes not so marked are submitted at the risk of the Bidder and the Memorial Hospital Biloxi assumes no responsibility for the premature opening of same by the Architect or any hospital employee.

Bids hand delivered between 1:45 p.m. and 2:00 p.m. on bid date shall be delivered to the public bid opening location first stated in this advertisement for bids.
Bids received after opening time will not be opened and will be considered non-responsive.
Instructions to Bidders, Form of Bid, Form of Contract, Form of Contract Bond, Drawings, Specifications and other Contract Documents may be examined at the following locations:

During examination no verbal questions may be asked, and none will be answered. All bidding questions must be submitted in accordance with the Instructions to Bidders.
To assist Bidders during the bid period, one (1) Pre-Bid Conference and Site Visit will be held at Memorial Hospital Biloxi on Tuesday, May 12, 2026 at 10:00 AM, with a site visit immediately following. The Pre-Bid Conference will be convened in the same room planned for the public bid opening first stated in this advertisement for bids.
The Owner reserves the right to waive any informalities or irregularities and to reject any or all bids.
Each bidder must deposit with his bid (or upload at Bidders Option), security in the amount, form and subject to the conditions provided in the Instructions to Bidders. Performance and Payment Bonds will be required from the successful Bidders. Bidders shall comply with the law of the State of Mississippi requiring Certificate of Responsibility.
Resident contractors shall, in accordance with the laws of the State of Mississippi, be granted preference over non-residents in the award of this contract in the same manner and to the same extent as provided by the laws of the state of domicile of the non-resident. A non-resident contractor shall attach to his proposal a copy of his resident state's current law pertaining to such state's treatment of non-resident contractors.
The successful bidder must adhere to the Memorial Health System policy concerning nondiscrimination without regard to race, creed, color, age, sex, national origin or handicap. No bidder may withdraw his bid within sixty (60) days after the actual date of the opening thereof.
No bid shall be considered awarded until such time as all contract documents have been signed and received by both parties.
