HANCOCK COUNTY UTILITY AUTHORITY SOUTHERN REGIONAL WASTEWATER TREATMENT PLANT UPGRADES ADVERTISEMENT FOR BIDS Sealed or Electronic Bids for the construction of the Southern Regional Wastewater Treatment Plant Upgrades Project will be received by the Hancock County Utility Authority, at 401 Gulfside Street, Waveland, MS 39576 until 2:00 p.m., local time on May 28, 2026, at which time the Bids received will be publicly opened and read. This project consists of replacement of various wastewater treatment equipment at the Southern Regional Wastewater Treatment Facility (401 Gulfside Street, Waveland, MS 39576) including the replacement of two (2) 40' clarifiers, various pumps, and grit system. The project also procures equipment that will be delivered to the owner for the owner to install with their own manpower later. Bids will be received from a single prime Contractor. Bids shall be on a unit price, with additive alternate bid items (if any) as indicated in the Bid Form. Prospective Bidders may examine the Bidding Documents at the Issuing Office on Monday through Thursday (between the hours of 7:30 A.M. and 5:30 P.M.) and Friday (between the hours of 8:00 A.M. and Noon). Copies of the Bidding Documents may be obtained from the Issuing Office as described below. Bidding documents are being made available via paper copy or pdf for a charge of $100.00 (hard copy) or $75.00 (CD). A pre-bid conference will be held at 9:00 a.m., local time on May 7, 2026 at the Southern Regional WWTF, 401 Gulfside Street, Waveland, MS. Attendance at the pre-bid conference is highly encouraged but is not mandatory. Bid security shall be furnished in accordance with the Instruction to Bidders. When submitting an electronic bid, the bid must be submitted in "pdf" format and shall contain the same information and forms as required for the paper bids. Electronic bids must be secured with a bid bond. When submitting a bid electronically, the authorized signature shall be an electronic signature or handwritten in blue-ink signature. In the event that an electronically submitted bid has a corrupted attachment, the bid will be considered null and void. When bids are submitted electronically, the requirement for including a certificate of responsibility, or a statement that the bid enclosed does not exceed Fifty Thousand Dollars ($50,000.00), on the exterior of the bid envelope shall be deemed in compliance by including the same information as an attachment with the electronic bid submittal. For bids exceeding $50,000.00, Bidder must indicate his Certificate of Responsibility Number on the outside of sealed proposal as required by Mississippi Law. Effective July 1, 2010; Per MS Code 31-3-21(3); any bid submitted by a nonresident contractor which does not include the nonresident contractor's current state law pertaining to such state's treatment of nonresident contractors, shall be rejected and not considered for award.
