INVITATION TO BIDDERS
Notice is hereby given that sealed bids will be received by the Jackson County Utility Authority at 1225 Jackson Avenue, Pascagoula, Mississippi 39567, until 10:00 AM central, Tuesday, May 5th, 2026, at which time they will be publicly opened and read aloud. Envelopes containing the bids must be sealed, addressed to Jackson County Utility Authority, and designated as Bid for:
"HIGHWAY 90 UTILITY RELOCATION- FORCE MAINS"
The project primarily involves relocating two segments of force main. Segment 1 includes approximately 1400 linear feet of 16-inch diameter PVC force main installed via open cut, along with 150 linear feet of 16" diameter PVC force main installed with an auger bore within a steel casing. Segment 2 consists of approximately 47 linear feet of 24" PVC and 911 linear feet of 24" HDPE force main installed using horizontal directional drilling.
All bids must be on file with the Jackson County Utility Authority, 1225 Jackson Avenue, Pascagoula, Mississippi 39567 on or prior to the hour and date first mentioned above and must be sealed.
Bidding Documents may be examined at the office of Jackson County Utility Authority, 1225 Jackson Avenue, Pascagoula, MS 39567 or at the office of Kimley-Horn and Associates, Inc, 11 North Water Street, Suite 9290, Mobile, AL 36602. Partial sets of Bidding Documents will not be available. Neither the Owner nor the Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda, if any, obtained from other sources. Bidders who return full sets of the Bidding Documents in good condition within 10 days after receipt of Bids will receive a full refund.

A strongly recommended Pre-Bid meeting will be held at 1225 Jackson Ave., Pascagoula, MS 39567, and following visit to the project site on Tuesday April 28th, 2026, 10:00 AM central.
Bid security shall be furnished in accordance with the Instructions to Bidders.
Bidders shall furnish proof of qualifications to perform the Work as described in the Instructions to Bidders.
Time of commencement of the Work and Contract Times for completion shall be in accordance with the Agreement.
All Bids submitted in excess of $50,000.00 by a prime or subcontractor to do any erection, building, construction, repair, maintenance or related work, must comply with Section 31-3-21, Mississippi Code of 1972, by having a current Certificate of Responsibility from the State Board of Public Contractors. The current Certificate of Responsibility Number shall be indicated on the exterior of the sealed bid envelope before it can be opened.
ALL BIDS SUBMITTED FOR $50,000 OR LESS SHALL BE SO MARKED ON THE EXTERIOR OF THE SEALED BID ENVELOPE.
The Jackson County Utility Authority reserves the right to reject any and all bids, waive technicalities, informalities or irregularities in the bids received, solicit new bids, or to choose that bid which is deemed to be in the best interest of the Jackson County Utility Authority.
The instructions contained in this "Notice to Bidders" shall be considered as an extension and part of the project contract documents.

Minority and women's business enterprises are solicited to bid on this contract as prime contractors and are encouraged to make inquiries regarding potential subcontracting opportunities and equipment, material and/or supply needs.
Any contract or contracts awarded under this invitation for bids are expected to be funded in whole or in part from designation under MDOT Federal Aid Project NO. NH-0003-01(186). Neither the State of Mississippi, the Commission on Environmental Quality, nor any of their employees are or will be a party to this invitation for bids or any resulting or related contracts. This procurement will be subject to all applicable sections of the Mississippi Code of 1972, Annotated.
