Notice for Early Public Review of a Proposal to Support Activity in the 100-Year Floodplain

The Gulfport-Biloxi Regional Airport Authority, with funding assistance from the U.S. Department of the Treasury Resources and Ecosystems Sustainability, Tourist Opportunities, and Revived Economies (RESTORE) Act, proposes to extend Runway 18-36 at the Gulfport-Biloxi International Airport in Gulfport, Harrison County, Mississippi.
The proposed project consists of the extension of Runway 36 approximately 1,315 feet to the south to achieve a total runway length of 6,250 feet +/-, along with associated modifications to Taxiway J, relocation of the existing perimeter road and fence, and relocation of the Precision Approach Path Indicator (PAPI) system. Additionally, trees within the expanded Runway Protection Zone (RPZ) south of the runway extension will be cleared to maintain required FAA safety clearances.
Portions of the project area are located within flood zones depicted on FEMA Flood Insurance Rate Map (FIRM) Panels 28047C0264G and 28047C0268G, Harrison County and Incorporated Areas, Community ID 285253 (City of Gulfport), effective June 18, 2009. Specifically, the project area includes Zone X (0.2% annual chance flood hazard) and Zone AE with a Base Flood Elevation of 13 feet NAVD88. A mapped floodway is also present within the study area; however, no project activities are proposed within the floodway. In accordance with Executive Order 11988 (Floodplain Management), this notice is provided to inform the public of the proposed action and to solicit comments regarding the project's potential effects on the floodplain.
Proposed activities within the Zone AE floodplain are limited to vegetation clearing only. No fill, grading, grubbing, or permanent structures are proposed within the Zone AE floodplain. No activities of any kind are proposed within the mapped floodway. All construction activities associated with the runway extension, Taxiway J modifications, and perimeter road and fence relocation are proposed within Zone X only. Due to the fixed alignment of the existing runway and FAA design standards, no practicable alternative exists that avoids the floodplain.
