Jackson County School District 4700 Colonel Vickrey Rd. Vancleave, MS 39565 Request for Proposal (RFP): Floor Stripping and Waxing Services Issue Date: March 26, 2026 Proposal Due Date: April 24, 2026 I. Introduction The Jackson County School District (JCSD) in South Mississippi is seeking proposals from qualified contractors to perform floor stripping and waxing services at the following schools. Addresses for each school have been verified from their official websites. Vancleave Campus Addresses for the Vancleave schools are as follows: 1. Vancleave High School Address: 12424 MS-57, Vancleave, MS 39565 2. Vancleave Middle School Address: 4725 Bulldog Lane, Vancleave, MS 39565 3. Vancleave Upper Elementary Address: 13901 MS-57, Vancleave, MS 39565 4. Vancleave Lower Elementary Address: 12602 MS-57, Vancleave, MS 39565 5. Jackson County Technology Center Address: 12425 MS-57, Vancleave, MS 39565 East Central Campus (located in Moss Point) 1. East Central High School Address: 21700 Slider Rd., Moss Point, MS 39562 2. East Central Middle School Address: 5404 Hurley-Wade Rd., Moss Point, MS 39562 3. East Central Upper Elementary Address: 5400 Hurley-Wade Rd., Moss Point, MS 39562 4. East Central Lower Elementary Address: 5621 Hwy 614, Moss Point, MS 39562 II. Scope of Work The awarded contractor will be responsible for the complete floor stripping and waxing process at all designated areas. This includes: Floor Preparation: Emptying the rooms completely to the hall, including the removal and proper storage of all furniture and movable items. Stripping the existing wax coatings and thoroughly cleaning all designated floor areas within the rooms. Wax Application – Rooms: Applying five (5) coats of wax to the prepared floors in the rooms, ensuring that each coat is applied in accordance with the manufacturer's specifications and allowed to dry fully before applying the next. Furniture Restoration and Hallway Work: After completion of the room floor work, the contractor will move the furniture and other items back into the respective rooms. Once the furniture is returned, the contractor will then strip and wax the hallways, applying five (5) coats of wax as described above. Note: While JCSD will provide all necessary consumables for the project, the responsibility for preparing the spaces (i.e., emptying rooms) and restoring them post-work rests solely with the awarded vendor. III. Contractor Responsibilities The selected contractor must: Site Coordination: Contact the Facilities Manager- Duane Jones to schedule a site visit for accurate measurement and assessment of the floor areas. Walkthroughs for East Central Schools will be conducted April 13, 2026 from 8 am to 11am and for Vancleave Schools from 12pm to 3pm. Project Planning and Execution: Develop and execute a detailed project plan that includes: Scheduling the emptying of the rooms to the hall. Stripping and waxing all designated floor areas (both in classrooms and hallways). Safely storing and later returning all furniture and movable items to their original locations. Provide all labor, equipment, and expertise required to complete the work in compliance with applicable safety and quality standards. Ensure that waste materials and removed wax are properly disposed of in accordance with local regulations. IV. Proposal Submission Requirements Interested contractors must submit a comprehensive proposal that includes: 1. Company Information: Legal name and contact details. A brief history and relevant experience in similar projects. 2. Project Approach: Detailed methodology for executing the floor stripping, waxing, and furniture management processes. A proposed timeline for completion at each facility, including the steps for emptying and restoring the spaces. 3. Pricing: An itemized cost breakdown (labor, equipment usage, and any additional expenses). Confirmation that consumables will not be billed to the district, as they are provided by JCSD. 4. Comparable Project References: Contractors must provide at least three (3) references for projects that are comparable in scope and size with respect to total square footage, geographic area, and number of buildings. For each reference, include: Project name and location. Total square footage of the project. Number and type of buildings involved. A brief description of the work performed (e.g., floor stripping and waxing, including details on the wax coats applied and handling of furniture or similar assets). Contact information for a project manager or client who can verify the project details and contractor's performance. 5. Insurance and Licenses: Proof of all relevant licenses and current insurance coverage. V. Evaluation Criteria Proposals will be evaluated based on the following criteria: Experience and qualifications in executing similar projects. Clarity and thoroughness of the proposed methodology and project plan, particularly in managing the emptying and restoration of rooms. Competitiveness and transparency of the pricing structure. Quality and relevance of the references and past performance on comparable projects. VI. Additional Information The Jackson County School District reserves the right to reject any or all proposals.
