City of Gulfport REQUEST FOR QUALIFICATIONS Legal Notice The City of Gulfport intends to receive responses from qualified Energy Service Providers (ESPs) to provide energy conservation equipment and services under an Energy Services Contract. Said responses are to be delivered to 1422 23rd Avenue, Gulfport, MS 39501 in accordance with this RFQ. ESP qualifications will be submitted in accordance with Section 31-7-14 of the Mississippi Code, the Mississippi Development Authority—Energy Division's Policy and Procedures for Energy Service Providers and the Request for Qualifications. The City of Gulfport reserves the right to reject any and all Qualifications and/or to discontinue agreement execution with any party at any time prior to final agreement execution. All questions in reference to this RFQ shall be directed in writing to jversiga@gulfport-ms.gov. The last day to submit questions will be April 29, 2026 at 10:00 AM CST. To be considered, all replies must be received in person at the Office of the Procurement, at 1422 23rd Avenue, Gulfport, MS 39501, or online at www.gulfportmsbids.com on or before 10:00 a.m. local time on May 6, 2026. The Proposal should be submitted and marked on the outside as "Request for Qualifications – Energy Service Providers". Consulting engineering firms interested in providing these services may so indicate by furnishing the City of Gulfport one (1) original and four (4) copies plus a USB digital version of their Qualifications in accordance with the attached "Request for Qualifications – Energy Service Providers" packet.
