Proposed Substantial Amendments to Previously Approved Consolidated Plans and Prior Year Action Plans for Community Development Block Grant (CDBG) and
HOME Investment Partnership (HOME) Funds
Notice of Second 30-day Written Comment Period
The Gulfport-Harrison County Consortium, which includes the City of Gulfport and Harrison County (HOME funds only), conducted a public hearing on March 19, 2025 and a 30-day written comment period (June 22 through July 21, 2025), to seek input on proposed plans to reprogram unspent funds via Substantial Amendment and use of PY2025 funds for the Annual Action Plan as required by the Citizen Participation Plan. During that time, written and verbal public comments were received and considered. HUD has requested that the 2017-2024 Substantial Amendment Public Notice be republished with more detail of the initially approved sources of funds with specific amounts, the newly allocated uses of unspent funds with amounts, and offer an additional 30-day period to receive public comments. After which, the 2017-2024 Substantial Amendment will be submitted to HUD for review and approval in IDIS. Specifically, the Substantial Amendment is to reprogram unspent funds (2017-2024) as was proposed at the public hearing in March, and previous comment period to amend prior year Action Plan(s) and Consolidated Plan(s) as applicable to the Substantial Amendment and ensure goals/strategies align across the Action Plans with Consolidated Plan(s) as needed to correctly populate future reports such as the annual CAPER (Consolidated Annual Performance Evaluation Report). This is Notice of a 30-day Written Comment period as required by HUD prior to submission for the proposed Substantial Amendment to prior year Action Plans and Consolidated Plans, as amended, to reallocate federal funds as follows.

The draft Substantial Amendment, including an expanded narrative with detailed sources and uses, will be available for review and comment during regular business hours for a 30-day period, beginning Wednesday, January 21, and ending at 4:00 PM on Thursday, February 19, 2026. In addition to being available electronically on the City’s website www.gulfport-ms.gov, a print copy of the proposed Substantial Amendment will be available at the following locations:
